North Dakota VA Loans: The Short Answer

A North Dakota VA loan is a VA-guaranteed mortgage with no down payment on full entitlement, no monthly mortgage insurance, and no VA minimum credit score. The files that get stuck are usually stuck on lender rules, not VA rules. We underwrite to VA’s rules.

As of Q3 2026 (September 2026): Entitlement is how much VA will back on your loan. North Dakota buyers with full entitlement have no VA loan limit. With partial entitlement, the county loan limit is used. The 2026 county loan limit (the conforming limit) is $832,750 in every North Dakota county (VA.gov loan limits; FHFA 2026 limits). VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. VA also has a guide for the money left over each month after your bills (VA calls this residual income). For a Midwest-region family of four on loans of $80,000 or more, the guide is $1,003 a month. It is 5% lower for active duty and military retirees. The guide is not an automatic yes or no (VA Pamphlet 26-7, Ch. 4). The funding fee is a one-time fee paid to VA. It runs 2.15% on first use with under 5% down and 3.3% on later use. Veterans receiving disability compensation pay none (VA.gov funding fee table, effective April 7, 2023).

What Is a North Dakota VA Loan?

A North Dakota VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in North Dakota are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.

North Dakota VA Loan Rules and Veteran Tax Benefits

North Dakota does not give disabled veterans a flat break. It scales the credit to your rating. The Office of State Tax Commissioner lists this reduction in taxable value under N.D.C.C. 57-02-08.8:

Who qualifies. A veteran with a service-connected rating of 50% or more qualifies. So does a veteran with an extra-schedular rating, including individual unemployability, paid at the 100% rate. You must live on the property and have an ownership interest in it.

Read this part twice. This is a cut in taxable value, not a dollar credit on your bill. The dollars you save depend on your local mill levy. So the same 100% rating saves a different amount in Minot than in Fargo.

Surviving spouses and couples. A surviving spouse can keep the credit. A spouse receiving VA Dependency and Indemnity Compensation gets 100% of the credit. When both spouses are veterans, their combined credits cannot exceed $9,000 or 100%.

How to apply. File the Application for Disabled Veterans Property Tax Credit with your local assessor or county director of tax equalization by April 1 of the assessment year. Include proof of your service-connected rating and your honorable discharge.

Here is where most explanations go wrong. The Tax Commissioner asks for honorable discharge documentation for this credit. That standard is a North Dakota rule for the tax benefit only. It is not the rule for the home loan. VA home loan eligibility requires service under conditions other than dishonorable, plus a Certificate of Eligibility. So a veteran can miss the North Dakota tax benefit and still qualify for a VA loan. Our VA loans FAQ covers the Certificate of Eligibility.

What this does to your approval. Once the credit applies, the tax line in your escrow drops. That leaves more room in your debt-to-income ratio and your residual income. If you close after April 1, the credit may not show until the next assessment year, so we qualify on the bill you will actually get first.

Military retirement. For tax years 2019 and after, military retirement pay may be subtracted from North Dakota taxable income, per the Tax Commissioner. Retirees keep more take-home pay here.

What a No-Overlay VA Lender Means in North Dakota

An overlay is a lender rule added on top of VA’s. VA itself never set a minimum credit score, so any number you were quoted came from the lender. We lend to VA’s rules in North Dakota, with no added score floor and no debt-to-income cap tighter than VA’s.

What we cannot change: the wait before you can refinance. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, adds its own wait for loans that go into those bonds (Ginnie Mae MBS Guide, Ch. 24). Anyone who says they waive those is not telling you the whole story.

Seller Concessions: The 4% Rule Most People Get Wrong

VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).

On a North Dakota contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.

North Dakota VA Markets: Minot, Grand Forks, Cavalier, and Fargo

Minot Air Force Base

Minot AFB sits north of the city of Minot in Ward County. It is home to bomber and missile units, so the population is mostly active-duty Airmen and families. Buyers look in Minot, Burlington, and Surrey. The Souris River runs through Minot, so flood zones are part of the search. We check the flood map on every address before an offer. Many Minot families arrive on orders in winter. We approve from your orders and time the closing to your report date.

Grand Forks Air Force Base

Grand Forks AFB sits west of the city of Grand Forks. Many families buy in Grand Forks itself, near the University of North Dakota, or in Emerado and Larimore closer to the gate. The Red River runs along the east side of town, which again makes flood zone checks a must. Grand Forks also has many older homes near downtown, so paint, wiring, and roof items show up on appraisals.

Cavalier Space Force Station

Cavalier is a small Space Force site in Pembina County near the Canadian border. Housing is limited. Many members commute from Cavalier, Langdon, or Grafton. Rural homes, wells, and long winter drives shape these files.

Fargo and Bismarck

Fargo hosts Air National Guard members at Hector Field. West Fargo and south Fargo have new builds, many with special assessments. Bismarck, the capital, draws Guard members with state jobs and veterans retiring home. Williston and Dickinson bring oil field workers whose pay swings with drilling. Veterans in those jobs need a two-year history we can average, so we look at year-to-date pay against past years.

When the county loan limit matters

Every North Dakota county sits at the 2026 baseline of $832,750. With full entitlement, VA sets no loan limit. That figure only matters if entitlement is still tied up in another VA loan.

The North Dakota Money Risk: Floods, Specials, and a Court Foreclosure

North Dakota homes are often well priced. The risk comes from water, winter, and the tax bill.

Flood zones. Minot sits on the Souris River. Grand Forks and Fargo sit on the Red River. Homes in a FEMA special flood hazard area need flood insurance for a federally backed loan. That premium can change your payment more than the price does. We check the flood map before you commit.

Special assessments. Fargo, West Fargo, and other growing cities often pay for streets, water, and flood work through special assessments on the tax bill. They can be large and run for years. We count them in your payment because the county bills them with your taxes.

Hail and winter. Hail claims and ice damage are common. Some policies use a separate wind and hail deductible. Read it before you sign.

Foreclosure runs through the court. North Dakota law says the lender must bring an action in district court to foreclose, per N.D.C.C. chapter 32-19. The owner must get written notice at least 30 days and not more than 90 days before the case starts. After the sale, the owner has 60 days to redeem in most cases. For a VA buyer, the lesson is to call your servicer early if money gets tight. VA’s help works best before the case starts.

Income tax. North Dakota’s income tax is low, with a 0% first bracket per the Tax Commissioner. Low state tax means more take-home pay for residual income. That helps, but it does not offset a flood premium you did not plan for.

North Dakota Homes and the VA Minimum Property Requirements

VA’s minimum property requirements ask that a home be safe, sound, and sanitary. In North Dakota, winter tests all three.

  • Heat. The home needs a heating system that keeps living areas comfortable. A space heater or wood stove alone will draw questions.
  • Roof and snow. The roof must keep water out and have life left. Ice dams and hail wear roofs fast. A worn roof may need repair before closing.
  • Basements. Wet basements and cracked foundations are common appraisal notes. Water points to grading, gutters, or foundation work.
  • Wells and septic. Rural homes near Cavalier and outside Minot often use both. Local health rules set testing and spacing.
  • Manufactured homes. VA can finance one on a permanent foundation, titled as real estate. Many Bakken homes need a foundation check first.
  • Farmsteads. A VA loan can include land that is normal for homes in the area. It cannot finance a working farm bought for income.
