With full entitlement (your full VA benefit), it takes $0 down, has no monthly mortgage insurance, and has no VA minimum credit score. Massachusetts adds two twists. The state gives disabled veterans a ladder of property tax exemptions under Clause 22. And county loan limits run from $832,750 out west to $962,550 around Boston. Massachusetts VA Loans: The Short Answer
A Massachusetts VA loan is a VA-guaranteed mortgage with no down payment on full entitlement, no monthly mortgage insurance, and no VA minimum credit score. The files that get stuck are usually stuck on lender rules, not VA rules. We underwrite to VA’s rules.
As of Q3 2026 (September 2026): Entitlement is how much VA will back on your loan. Massachusetts buyers with full entitlement have no VA loan limit. With partial entitlement, the county loan limit is used. The 2026 county loan limit (the conforming limit) in Massachusetts is $832,750 in most counties, up to $1,249,125 on Martha’s Vineyard and Nantucket and $962,550 in the Boston-area counties (VA.gov loan limits; FHFA 2026 limits). VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. VA also has a guide for the money left over each month after your bills (VA calls this residual income). For a Northeast-region family of four on loans of $80,000 or more, the guide is $1,025 a month. It is 5% lower for active duty and military retirees. The guide is not an automatic yes or no (VA Pamphlet 26-7, Ch. 4). The funding fee is a one-time fee paid to VA. It runs 2.15% on first use with under 5% down and 3.3% on later use. What Is a Massachusetts VA Loan?
A Massachusetts VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Massachusetts are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.
Massachusetts VA Loan Rules and Veteran Tax Benefits
Massachusetts does not give disabled veterans one flat exemption. It gives a ladder. Each rung is a separate clause in Chapter 59, Section 5 of the General Laws, and you get the one that fits your record. You cannot stack two clauses on the same home.

The home rule. The home must be your domicile. If it is bigger than a single-family house, the exemption can be prorated. Clause 22E requires a yearly statement that your rating has not dropped below 100%.
The residency rule. You must have lived in Massachusetts for at least six months before you entered service, or for two years in a row before you file. Surviving spouses keep the 22A, 22B, 22C, 22E and 22F benefit under the statute. Clause 22D runs until the surviving spouse dies or remarries.
How to apply. You file with the board of assessors in the city or town where the home sits. Bring your VA rating letter and your DD-214. Ask the assessor for the current form and the filing deadline for that fiscal year.
Here is where most explanations go wrong. The Massachusetts statute uses the words “other than dishonorable” for the tax exemption. That sounds like the VA test, but it is a separate state rule with its own residency clock. It applies to the tax benefit only. VA home loan eligibility is decided by VA, which requires service other than dishonorable plus a Certificate of Eligibility. You can read more on our VA loans FAQ. You can qualify for the loan and still miss the state exemption, or the reverse.
Why this matters to your approval: we qualify you on the escrowed payment. A lower tax line lowers your debt-to-income ratio and leaves more residual income. We use the tax bill with the exemption only once the assessor has granted it or the town confirms it in writing.
Why Massachusetts Veterans Work With Us
Most lenders add their own rules on top of VA’s. A 620 score floor. A hard debt-to-income cap. A refusal to manually underwrite. Those are overlays. We do not add them. We underwrite Massachusetts files to VA Pamphlet 26-7 and 38 CFR, and we look at residual income, the money left each month after the house payment and bills, the way VA tells lenders to.
One limit is real, and we will tell you about it up front. Before you refinance, your current loan has to wait a set time. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, has its own wait for loans in those bonds (Ginnie Mae MBS Guide, Ch. 24). No lender can waive either one. That is a rule for everyone, not an extra rule a lender adds on top of VA’s rules.

The funding fee is VA’s one-time charge on the loan. It can be added to the loan. Massachusetts buyers who get VA disability pay do not pay it. If your disability claim is still open when you close, you pay the fee. If VA later grants disability pay that starts before your closing date, you can ask VA for a refund. Seller Concessions: The 4% Rule Most People Get Wrong
VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).
On a Massachusetts contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.
Massachusetts Military Markets and Which County Limit Applies
Massachusetts has two 2026 county limits that matter to most VA buyers. Essex, Middlesex, Norfolk, Plymouth and Suffolk are $962,550. Dukes and Nantucket are $1,249,125. Every other county is $832,750, per the FHFA 2026 county file. With full entitlement there is no VA loan cap. The county limit matters when part of your entitlement is still tied up.
Hanscom Air Force Base (Bedford, Middlesex County)
Hanscom is an acquisition and engineering base, so many buyers are officers, senior enlisted and civilians. Bedford, Lexington, Burlington and Billerica are close. Prices are high and inventory is thin. Many buyers look north toward Lowell and Chelmsford for more house. All of those towns sit in Middlesex. So if part of your VA benefit is still tied up, the $962,550 county limit is the one used.
Natick Soldier Systems Center (Natick, Middlesex County)
Natick is a research post. Buyers here often compare Framingham, Natick and the Route 9 towns. Middlesex again means $962,550. Condos are common, so condo approval comes up early.
Joint Base Cape Cod (Bourne, Barnstable County)
The joint base hosts Air Guard, Army Guard and Coast Guard units. Bourne, Sandwich, Falmouth and Mashpee are the usual search area. Barnstable County is $832,750. Cape homes carry coastal wind and flood questions, and many older homes run on septic.
Westover and Barnes (Hampden County)
Westover Air Reserve Base in Chicopee and Barnes Air National Guard Base in Westfield draw reservists and Guard members. Chicopee, Ludlow, Westfield and Springfield offer much lower prices than greater Boston. Hampden County is $832,750. Drill pay and civilian jobs mix here, which is a file we structure often.
Metro Boston buyers without a base tie follow the same county split. Worcester County is $832,750. Suffolk and Norfolk are $962,550.
One more point on limits. The county is set by where the house sits, not where you work. A Hanscom airman who buys in Tyngsborough stays in Middlesex. One who crosses into Worcester County drops to the $832,750 line. If you still have entitlement tied up, that border can change your down payment. Where Massachusetts VA Buyers Lose Money
Deeds excise. Massachusetts charges a deeds excise of $2.28 per $500 of price, per the Department of Revenue tax rate page. By custom the seller pays it, but in a tight market buyers sometimes give on price to cover it. Barnstable County has its own add-on for Cape Cod land programs. Ask for the full figure in writing.
Coastal insurance. On the Cape, the islands and the South Shore, wind and flood coverage can cost more than the mortgage insurance you avoided with VA. If the home is in a FEMA special flood hazard area, flood insurance is required. Get a quote before you sign, not after.
Condo fees and condo approval. Much of the housing stock near Hanscom and in Boston is condos. VA needs the project approved. Monthly fees count in your debt ratio and in residual income. A high fee can hurt an approval more than a higher price.
Old homes and septic. A lot of Massachusetts housing is old. Many towns outside the sewer lines run on private septic, and the state Title 5 rules can require an inspection when a home sells. A failed system is a big bill. Make the purchase contract clear on who pays.
Homestead protection. Massachusetts protects $125,000 of home equity automatically, and more with a recorded declaration, per the state homestead law page. That is a legal shield, not a loan feature, but it is worth filing after closing.
Property tax. Tax rates are set town by town, and assessments are updated after sales. Use the town rate on the new assessed value, not the seller’s old bill, when you budget.
Massachusetts Property Types That Trip Up VA Appraisals
VA’s minimum property requirements ask for safe, sound and sanitary housing. In Massachusetts a few property types raise the same questions again and again.
Two- to four-family homes. Triple-deckers in Worcester, Lowell and Springfield are classic owner-occupied VA buys. You must live in one unit. We can count rent from the other units when the file supports it. The appraiser will look at each unit, the porches and the egress.
Heat and roofs. The heat source must keep the home safe in winter. Old oil tanks, worn chimneys and aging roofs get flagged. Ice dam damage shows up on older capes.
Lead paint. Many homes were built before 1978. Peeling paint is a VA repair item. Flag it early.
Condos. VA must approve the condo project before any unit in it can get a VA loan. If it is not approved, a lender can ask VA to approve it by sending in the condo’s legal papers. That takes time. Check first.
Septic and wells. Private water and septic are common in central and western towns and on the Cape. The VA appraisal will note them. Build time for testing into the contract.
Porches and stairs. On multi-family homes, back porches and exterior stairs are a common repair call. Rotted decking or loose rails must be fixed before VA backs the loan. That can happen before closing, or the lender may hold money aside so the work is done after closing. In the contract, ask for a repair credit or for the seller to fix it before closing.
Common Massachusetts VA Scenarios We Structure
PCS to Hanscom with a VA loan still open elsewhere
Example: an officer still owns a home with a $200,000 VA loan out of state. Entitlement tied up is 25% of that, or $50,000. Middlesex 25% of $962,550 is $240,637.50. Remaining entitlement is $190,637.50. Four times that is $762,550. So in this example she can borrow up to $762,550 in Bedford with $0 down. Above that, the down payment is 25% of the amount over it.

100% rated veteran using Clause 22E
Example: a veteran with a 100% service-connected rating buys in Chicopee. Clause 22E gives $6,000 of valuation or $1,000 under the statute. If the town grants a $1,000 cut, the monthly escrow drops by about $83. That veteran also pays no VA funding fee, because VA exempts veterans receiving disability compensation. Both help the debt ratio.

❌ Myth: “Massachusetts gives 100% disabled veterans a full property tax exemption.”
✅ Fact: Not under Clause 22E. The statute sets 22E at $6,000 of valuation or $1,000. The full-value clause, 22D, is for certain surviving spouses. Check your clause with the town assessor.

Yes. VA allows up to four units if you live in one of them as your home. Rent from the other units can help you qualify when the file supports it. The home must meet VA minimum property requirements, so porches, egress, heat and paint get a close look.
Who pays the deeds excise in Massachusetts on a VA purchase?
By custom the seller pays the Massachusetts deeds excise. The state rate is $2.28 per $500 of price, and Barnstable County adds its own amount. Custom is not law, so the purchase contract controls. We review the contract so you know exactly what you owe at closing.
Do I have to live in Massachusetts before service to get the veteran tax exemption?
