New Mexico VA Loans: The Short Answer

Yes. New Mexico veterans, active-duty members, and eligible Guard and Reserve members can buy with $0 down and no monthly mortgage insurance. VA sets no minimum credit score, and with full entitlement there is no VA loan limit. We lend to VA’s rules without adding our own score floor.

As of Q3 2026 (September 2026): Entitlement is how much VA will back on your loan. New Mexico buyers with full entitlement have no VA loan limit. With partial entitlement, the county loan limit is used. The 2026 county loan limit (the conforming limit) is $832,750 in every New Mexico county (VA.gov loan limits; FHFA 2026 limits). VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. VA also has a guide for the money left over each month after your bills (VA calls this residual income). For a West-region family of four on loans of $80,000 or more, the guide is $1,117 a month. It is 5% lower for active duty and military retirees. The guide is not an automatic yes or no (VA Pamphlet 26-7, Ch. 4). The funding fee is a one-time fee paid to VA. It runs 2.15% on first use with under 5% down and 3.3% on later use. Veterans receiving disability compensation pay none (VA.gov funding fee table, effective April 7, 2023).

What Is a New Mexico VA Loan?

A New Mexico VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in New Mexico are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.

New Mexico VA Loan Rules and Veteran Tax Benefits

New Mexico has two property tax breaks for veterans. Both are run through the New Mexico Department of Veterans Services (DVS). Here is where most explanations go wrong. Older pages say the disabled veteran exemption only helps a veteran rated 100%. The current DVS application says the exemption is equivalent to the veteran’s VA service-connected disability rating. Read the current form, not an old blog post.

The disabled veteran exemption. DVS says the property of a disabled veteran, including joint or community property with a spouse, may be exempt if the veteran lives in it as the principal place of residence. A second home or a rental does not qualify. Per the DVS form, a 100% rating means the home is fully exempt, and a lower rating means a partial exemption.

The veteran exemption. DVS lists up to $10,000 of taxable value for an honorably discharged veteran, or an unmarried surviving spouse, who lives in New Mexico. A surviving spouse who remarries loses it, even after a later divorce.

How to apply. Fill out the DVS Veterans Exemption application (Form DVS-1). Attach your DD 214, your VA finding of service-connected disability (for the disabled veteran exemption), and proof of New Mexico residency. DVS reviews it. Then ask your county assessor how to get it on your tax bill before the next roll.

The discharge rule is a state rule. New Mexico asks for an honorable discharge for these tax breaks. That is a STATE rule for the tax benefit only. VA home loan eligibility is different. Why this matters for your approval. We qualify you on a full payment that includes property tax. When the exemption lowers the tax line, your monthly payment drops. That gives you more room in your debt-to-income ratio and more residual income. We ask for your rating letter up front so we can use the right tax figure, not the seller’s.

Why New Mexico Veterans Work With Us

Most lenders add their own rules on top of VA’s. A 620 score floor. A hard debt-to-income cap. A refusal to manually underwrite. Those are overlays. We do not add them. We underwrite New Mexico files to VA Pamphlet 26-7 and 38 CFR, and we look at residual income, the money left each month after the house payment and bills, the way VA tells lenders to.

One limit is real, and we will tell you about it up front. Before you refinance, your current loan has to wait a set time. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, has its own wait for loans in those bonds (Ginnie Mae MBS Guide, Ch. 24). No lender can waive either one. That is a rule for everyone, not an extra rule a lender adds on top of VA’s rules.

Seller Concessions: The 4% Rule Most People Get Wrong

VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).

On a New Mexico contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.

Buying Near New Mexico Bases: Kirtland, Holloman, Cannon, and White Sands

Kirtland AFB and Albuquerque

Kirtland sits on the south side of Albuquerque in Bernalillo County. Most buyers look at the Southeast Heights, the Northeast Heights, and across the river in Rio Rancho in Sandoval County. Commutes run on I-25 and I-40, and the Gibson and Eubank gates see heavy morning traffic. This is the biggest VA market in the state, so you compete with other VA buyers and with cash investors. Clean offers win here.

Holloman AFB and Alamogordo

Holloman is west of Alamogordo in Otero County. Alamogordo is small, so the supply of homes for sale is thin during summer PCS season. Some families look up the mountain toward Cloudcroft for cooler summers. That means rural roads, wells, and wildfire risk, which we cover below.

Cannon AFB and Clovis

Cannon is west of Clovis in Curry County, on the eastern plains near Texas. Clovis and Portales are the main choices. Homes here tend to be older and priced lower than in Albuquerque. Older homes mean the VA minimum property requirements matter more: roof, heat, and peeling paint on pre-1978 homes.

White Sands Missile Range and Las Cruces

The main post of White Sands sits east of Las Cruces over the Organ Mountains, in Doña Ana County. Most soldiers and civilian workers live in Las Cruces, on the east side near the US-70 commute. Some families that work at Fort Bliss across the Texas line also buy in southern New Mexico. Commute time over the pass and gate hours shape the choice more than price.

When the county loan limit matters

The FHFA 2026 one-unit loan limit is $832,750 in every New Mexico county. That includes Bernalillo, Otero, Curry, Doña Ana, Sandoval, and Santa Fe. With full entitlement (your full VA benefit), VA sets no loan cap. That $832,750 figure only matters if part of your VA benefit is still tied up and you are using the benefit you have left. That can be from a VA loan you still have, a past VA foreclosure or short sale, or a paid-off VA loan whose benefit you have not asked to get back.

What Can Cost a New Mexico VA Buyer Money

The tax bill the seller paid is not your tax bill. Escrow is set from the county bill on the house. If the seller had no exemption and you will have one, the first year may be escrowed too high. If the seller had a veteran exemption and you do not, the bill can jump. We look at the exemption status on the current bill before we lock your payment in.

Timing on the exemption. The exemption only helps once it is on the county roll. If you close and then wait months to file Form DVS-1, you may pay the full tax for a year. File as soon as you have your deed and rating letter.

Wildfire and insurance in the mountains. Homes around Cloudcroft, Ruidoso, the East Mountains near Albuquerque, and the Santa Fe foothills sit in forest. Insurers may charge more, ask for defensible space, or decline. Get a quote before your option period ends, not the week of closing.

Arroyos and flood zones. Dry washes run through many New Mexico towns. A home near one can sit in a FEMA flood zone, which means required flood insurance. That premium goes in your payment, so we want the flood certificate early.

Well water and septic. Rural homes outside city water often use a private well and septic. The appraiser will note them. If the home has its own well, VA needs proof the water is safe. A neutral tester takes and tests the sample, not you or the seller. Plan the time and the fee.

Tribal land. Some homes near Albuquerque, Santa Fe, and Gallup sit on tribal trust land. A standard VA purchase loan is not the usual fit there. Native American veterans buying on trust land may use VA’s Native American Direct Loan instead, which is a separate VA program run by VA itself.

New Mexico Homes That Need Extra Care on a VA Loan

Most New Mexico homes are simple for a VA appraisal. A few types need a closer look.

Adobe and stucco homes. Real adobe and older pueblo-style homes are common in Santa Fe, Taos, and Albuquerque’s valley. The appraiser checks for water damage at flat roofs and parapets, cracked stucco, and soft walls. VA wants the home safe, sound, and sanitary under its minimum property requirements. A leaking flat roof is the most common repair we see called.

Manufactured homes. VA can guarantee a loan on a manufactured home that is permanently fixed to a foundation and titled as real property. The foundation paperwork and title status need to line up before appraisal.

Acreage and rural lots. VA does not set an acreage cap, but the land has to be residential, and the value has to be supported by nearby sales. A large lot outside Las Cruces or Edgewood can appraise fine if the comps are there.

Evaporative coolers and heat. Many homes use a swamp cooler, not central air. VA cares most about a working permanent heat source. Winters get cold on the plains and in the mountains.

Common New Mexico VA Scenarios We Structure

PCS to Kirtland with a 70% rating

Example: an Air Force captain with a 70% service-connected rating buys in the Northeast Heights. Because she gets VA disability compensation, she is exempt from the VA funding fee. After closing, she files Form DVS-1. Per the DVS form, her exemption follows her 70% rating. We qualify her on the tax figure we can document, then her escrow drops once the exemption posts.

Second VA loan after leaving Holloman

Example: a sergeant bought in Alamogordo with a $240,000 VA loan and kept the home as a rental after PCS. VA charged 25% of that loan, $60,000, to his entitlement. Now he buys in Las Cruces. Remaining entitlement uses the $832,750 county limit:

  • 25% of $832,750 = $208,187.50
  • Minus entitlement in use: $208,187.50 − $60,000 = $148,187.50
  • Max loan with $0 down: $148,187.50 × 4 = $592,750
  • Over that amount, he puts down 25% of the difference

Retiree moving to Las Cruces with a thin credit file

Example: a retired soldier has almost no credit history after years overseas. VA has no minimum score. We can manually underwrite with rent and utility history and strong residual income. His military retirement pay counts as stable income once we document it.

Cannon family with a large seller credit

Example: a family in Clovis asks the seller to pay closing costs and pay off a car loan. Closing costs are not capped, but the payoff counts under VA’s 4% seller concession limit.

How do I get a Certificate of Eligibility in New Mexico?

Do VA loans have mortgage insurance?

Yes. The benefit is reusable. If your first VA loan is paid off and the home sold, you can ask the VA to restore your benefit. If you keep the first home, the benefit you have left may still buy another home you will live in, measured against the county limit. A VA loan cannot buy a vacation home.

How long does a VA loan take to close?

A prepared VA purchase fits a normal contract window. The appraisal is ordered through VA’s system, and a complete file at the start is what keeps the timeline on track.

Can a spouse satisfy VA occupancy while I am deployed?

Yes. A spouse can meet the occupancy requirement when the service member is deployed or on orders. VA expects occupancy within a reasonable time, usually 60 days.
