South Dakota VA Loans: The Short Answer
A South Dakota VA loan is a VA-guaranteed mortgage with no down payment on full entitlement, no monthly mortgage insurance, and no VA minimum credit score. The files that get stuck are usually stuck on lender rules, not VA rules. We underwrite to VA’s rules.
As of Q3 2026 (September 2026): VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4; 38 CFR 36.4340). VA uses 41% as a check point, not a limit, for how much of your monthly income goes to debt payments (your debt-to-income ratio). Above 41%, we take a closer look at your file. That closer look is not needed if the money left over each month after your bills (VA calls this residual income) is at least 20% above VA’s chart. If it is not, your loan can still be approved when a supervisor signs a note that lists the strengths in your file. For a family of four in the Midwest on a loan of $80,000 or more, the chart is $1,003 a month (VA Pamphlet 26-7, Ch. 4). With full entitlement (your full VA home loan benefit), there is no VA loan limit. With partial entitlement, the county limit applies. The 2026 county loan limit is $832,750 in every South Dakota county (VA.gov loan limits; FHFA 2026 limits). The funding fee (a one-time VA fee) is 2.15% on a first-use purchase with less than 5% down. It is 3.3% on later use with less than 5% down, and 0.5% on an IRRRL (VA’s refinance to lower your rate). It is waived if you get VA disability compensation (VA.gov funding fee table, effective April 7, 2023).
What Is a South Dakota VA Loan?
A South Dakota VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in South Dakota are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.
South Dakota VA Loan Rules and Veteran Tax Benefits
South Dakota has no state income tax, per the South Dakota Department of Revenue. That helps a VA file in a quiet way. VA’s residual income test uses take-home pay. With no state tax taken out, more of each paycheck counts toward residual income. Military retirement and VA disability pay face no state tax either, because there is no state income tax at all.
Property tax is where the veteran benefit lives. Two statutes matter.

Who qualifies for the $200,000 exemption. The statute requires a permanent and total rating for a service-connected disability. A 100% rating that is not permanent does not meet that wording. The home must be classified as owner-occupied and lived in by the veteran.
Surviving spouses. SDCL 10-4-40 does not address surviving spouses. The paraplegic exemption in 10-4-24.10 does include the unremarried widow or widower.
How to apply. For the $200,000 exemption, you apply on a form set by the Secretary of Revenue, and the application is confidential. A veteran who misses a deadline can ask the county commissioners to recalculate and refund. A veteran with a pending VA claim can seek relief back up to four years. For the paraplegic exemption, the Department of Revenue says to file with the county treasurer on or before November 1 each year.
Here is where most explanations go wrong. The $200,000 exemption depends on a permanent and total service-connected rating, not just any rating. That standard is a South Dakota rule for the tax benefit only. It is not the rule for the home loan. VA home loan eligibility requires service under conditions other than dishonorable, plus a Certificate of Eligibility. What this does to your approval. Once the exemption posts, the tax line in your escrow drops. That gives more room in your debt-to-income ratio and residual income. We qualify on the tax the county will bill first, then show the lower payment.
What a No-Overlay VA Lender Means in South Dakota
An overlay is a lender rule added on top of VA’s. VA itself never set a minimum credit score, so any number you were quoted came from the lender. We lend to VA’s rules in South Dakota, with no added score floor and no debt-to-income cap tighter than VA’s.
What we cannot change: the wait before you can refinance. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, adds its own wait for loans that go into those bonds (Ginnie Mae MBS Guide, Ch. 24). Anyone who says they waive those is not telling you the whole story.

Seller Concessions: The 4% Rule Most People Get Wrong
VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).
On a South Dakota contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.
South Dakota VA Markets: Ellsworth, Rapid City, and Sioux Falls
Ellsworth Air Force Base
Ellsworth sits east of Rapid City next to Box Elder. It is home to the 28th Bomb Wing and its B-1 bombers, and the base is part of the B-21 Raider program. Box Elder has grown fast, with new subdivisions close to the gate. New homes mean builder contracts, special assessments, and HOA dues. We read all three before you sign. Base families on orders often buy fast. We approve from your orders and time the closing to your report date. If you will be deployed soon after, a power of attorney can let a spouse sign at closing. We set that up early.
Rapid City
Rapid City gives Ellsworth families older neighborhoods, west-side homes near the Hills, and newer builds to the east and south. Older homes near downtown bring paint and roof items on the appraisal. West-side homes can sit near wooded slopes, which ties into wildfire and insurance questions.
Spearfish, Sturgis, and the northern Hills
Veterans retire here for the Hills. Homes on acreage, cabins, and properties on gravel roads are common. A VA loan must be your primary home, so a summer cabin does not qualify. Appraisals can take longer because there are fewer close sales.
Sioux Falls and Joe Foss Field
Sioux Falls is the state’s largest city. The Air National Guard flies from Joe Foss Field there. Many Guard members hold civilian jobs in health care and banking. New subdivisions in Harrisburg, Tea, and Brandon draw buyers. We count drill pay once it has a history. Aberdeen, Watertown, and Brookings draw veterans too, with lower prices and fewer recent sales.
When the county loan limit matters
Every South Dakota county sits at the 2026 baseline of $832,750. With full entitlement, VA sets no loan limit. The county figure only matters if some entitlement is still tied up in another VA loan.

The South Dakota Money Risk: Hail, Wildfire, and Foreclosure by Advertisement
No income tax is a real plus. But South Dakota homes carry other costs that belong in the payment.
Hail and wind. West River storms bring hail. Many insurance policies use a separate wind and hail deductible, and some set it as a percent of the home’s insured value. Get a real quote during your inspection period and read the deductible.
Wildfire in the Black Hills. Homes near timber and on steep lots can cost more to insure. Some buyers find coverage harder to place. We want the insurance quote in hand before the appraisal, not after.
Foreclosure can happen without a lawsuit. Under SDCL 21-48-1, a mortgage with a power of sale can be foreclosed by advertisement after a default. Other mortgages go through the courts. For a VA buyer, the lesson is simple. If money gets tight, call your servicer early. VA’s help works best before a sale is noticed.
Transfer fee. South Dakota charges a real estate transfer fee of fifty cents for each $500 of value under SDCL 43-4-21. The statute puts it on the grantor, which is the seller. It is usually not your cost unless the contract shifts it. We read the contract before you sign.
Reassessment after you buy. A new Box Elder home can be taxed on a partial value the first year, then jump once the county assesses the finished home. We use the finished value to set your tax line so the escrow does not come up short.
South Dakota Homes and the VA Minimum Property Requirements
VA’s minimum property requirements ask that a home be safe, sound, and sanitary. Here is where South Dakota homes get tested.
- Wells and septic. Rural homes in the Hills and on the prairie often use both. Local health rules set spacing and testing. We order checks early.
- Access roads. The home needs safe, year-round access by a public road or a recorded easement. Private gravel roads need a maintenance agreement or clear legal access.
- Log and cabin-style homes. VA can finance them when they meet the same standards as any home. Heat, water, and a sound roof matter most.
- Manufactured homes. VA can finance one on a permanent foundation, titled as real estate.
- Acreage. A VA loan can include the land that is normal for homes in that area. It cannot finance a working ranch bought to earn income. Outbuildings are fine when they fit normal home use.
- Condos. A Rapid City or Sioux Falls condo must be on VA’s approved list before we can close.
Winter is serious here. VA’s rules say the heat must be built into the home. It must keep rooms with water pipes at 50 degrees or warmer. The roof must handle snow and keep water out. A wood stove as the only heat will draw questions. See how the VA appraisal works.

Most still pay some. SDCL 10-4-40 exempts $200,000 of the full and true value of an owner-occupied home for a veteran rated permanently and totally disabled from a service-connected disability. Tax is still owed on value above that. Paraplegic veterans and veterans who lost use of both legs can get a separate exemption under SDCL 10-4-24.10.
Does South Dakota have a state income tax?

What is residual income on a VA loan?
Residual income is the money left each month after the house payment, taxes, insurance, debts, and a maintenance estimate. VA compares it to a table by region and family size. It is the number that decides most tough files.
Can I get a VA loan after bankruptcy?
Yes. VA generally looks for 2 years after a Chapter 7 discharge, and a Chapter 13 can work after 12 months of on-time plan payments with trustee approval. The reason and your recovery matter more than the date alone.
Does VA allow a VA loan on a condo?
Yes, if the condo project is on VA’s approved list. If it is not, the project can often be submitted for approval. We check the project before you write an offer.
Can I refinance a VA loan later?
Yes. An IRRRL is VA’s streamline refinance of an existing VA loan, and a VA cash-out refinance can pull equity or replace a non-VA loan. Both carry seasoning rules set by VA and Ginnie Mae.
