What North Carolina Veterans Should Know Before Using VA Entitlement
North Carolina is a hybrid foreclosure state. Most mortgages use a power of sale, but the lender still has to go through a hearing before the Clerk of Superior Court before a trustee can sell. It is faster than a full judicial foreclosure and slower than a pure trustee state. Either way, the right move is to size the payment around what your income actually carries.
Two North Carolina facts change the math on a VA file more than anything else. First, the tax picture is genuinely good: a flat 3.99 percent state income tax rate for 2026, and military retirement pay is fully deducted from state income tax for retirees with 20 years or a medical retirement. Both of those push your residual income up, which is the number VA underwriting weighs hardest. Second, if you are buying anywhere near the coast, wind and hail coverage may not come from a normal carrier at all, and that changes your payment more than a quarter point of rate does.
What Is a North Carolina VA Loan?
A North Carolina VA loan is a mortgage guaranteed by the Department of Veterans Affairs and originated by a private lender. VA guarantees a portion of the loan instead of lending the money. That backing is why a junior enlisted family near Bragg or Lejeune can buy with nothing down, skip monthly mortgage insurance entirely, and still qualify after a rough credit stretch.
Every VA lender works from the same handbook. What separates them is how many of their own rules they stack on top. Those extra rules are overlays, and around Fayetteville and Jacksonville they are the single most common reason a file gets denied.

North Carolina adds no state-level restriction to VA purchase financing. Federal rules apply as written.
$45,000 Homestead Exclusion for Disabled Veterans
North Carolina General Statute 105-277.1C excludes the first $45,000 of appraised value of the permanent residence from property tax. It is a fixed dollar exclusion, not a full exemption and not a percentage. Be honest with yourself about the size of it: North Carolina is far less generous here than Virginia, Texas, or Florida.
Who Qualifies
An honorably discharged veteran with a service-connected permanent and total disability certified by VA, or a veteran receiving benefits for specially adapted housing under 38 U.S.C. 2101. There is no income limit on this exclusion.
No Tiered Benefit at Lower Ratings
North Carolina does not scale the benefit by rating percentage. A 30 or 70 percent rating does not produce a partial exclusion the way it does in Texas and Florida.
Unremarried Surviving Spouse Qualifies
A surviving spouse who has not remarried is a qualifying owner. Where spouses own the residence together, the full exclusion applies even if only one of them meets the disabled veteran requirement.
Other Programs Worth Asking About
If you do not qualify as a disabled veteran, North Carolina also has an Elderly or Disabled Exclusion and a property tax deferment program that is income-tested. Different rules, different forms, same county tax office.
Military Retirement Pay Is Deducted From State Income Tax
Effective January 1, 2021, North Carolina allows a full deduction for military retirement pay for retirees with at least 20 years of service or a medical retirement, and for eligible survivors. On a retired E-8 pension that is real money every month, and it lands directly on your residual income.

Seller Concessions: The 4% Rule Almost Everyone Gets Wrong
This is the most misunderstood rule in VA lending, and in a high-turnover PCS market like North Carolina it is worth more than almost anywhere else. Most buyers — and plenty of agents and loan officers — think the seller is capped at 4%. That is wrong.
Bucket 1: Your Closing Costs — No VA Cap
The seller can pay all of your normal allowable closing costs. Origination, appraisal, title, recording, credit report, prepaid taxes and insurance at customary levels. No VA percentage ceiling. Market-rate discount points for a permanent buydown also sit here, uncapped.
Bucket 2: Concessions — Capped at 4% of Reasonable Value
Anything of value beyond normal closing costs is a concession, capped at 4% of the VA reasonable value — and stacked on top of Bucket 1, not instead of it.
What Actually Counts Toward the 4%
Paying Off Your Debt
The seller can retire your credit cards, collections, judgments, or an auto loan, and it counts against the 4%. Eliminating a $450 monthly payment can move a debt-to-income ratio from declined to approved without touching your savings. The single most powerful tool in VA structuring, and almost nobody uses it.
Breaking a Lease So You Can Buy Now
This is the one that changes timelines. You are renting and the right home appears six months before your lease ends. Early termination is commonly two months’ rent, and paying that on top of moving costs is what makes most renters wait another year. They do not have to wait. The seller can cover the lease-break penalty inside the 4%. We have structured this hundreds of times.
Prepaying Your Mortgage Payments
A seller can prepay your actual mortgage payments — the full PITI, not just escrows. Inside the 4% that can be several months covered before your first payment out of pocket. In North Carolina, where the insurance portion of that payment is heavy, the runway matters more than it does elsewhere.
The VA Funding Fee and Temporary Buydowns
At 2.15% on a first-use purchase the funding fee eats a real share of the 4%. A 2-1 buydown escrow also counts. Both are commonly seller-funded.

How a North Carolina VA Loan Works
The loan is federal. The rules come from VA, not Raleigh. What changes here is whether you are buying inland or on the coast. Here is the order we work in.
1. Pull your Certificate of Eligibility
We pull it electronically and most come back in seconds. If yours needs manual review because of a discharge upgrade, a Guard or Reserve record, or a prior VA loan never restored, we file the paperwork and follow it.
2. Calculate entitlement, not a loan limit
With full entitlement there is no VA loan limit anywhere in North Carolina. If you already have a VA loan open, we compute remaining entitlement against the 2026 conforming baseline of $832,750 and give you the exact zero-down ceiling.
3. Check wind and flood before you write
In the coastal counties this is the step that decides whether the deal works. Standard carriers often exclude wind and hail, which sends you to the state pool for a separate policy. We price it up front.
4. Run residual income against the South region table
North Carolina is scored on the South region residual income table. The flat 3.99 percent state rate and the military retirement deduction both work in your favor here. Most lenders never apply the retirement deduction correctly.
5. Underwrite it, manually if the file needs it
If automated underwriting refers, that is not a denial. VA allows a manual underwrite and we do them. The volume shops near the gate usually will not, which is why you were told no.
6. Close and handle the funding fee
Financed into the loan by default and waived entirely with a service-connected disability rating. If your rating came through after a prior VA closing, including from a Camp Lejeune exposure claim, you may be owed a refund on a fee you already paid.

These are our rules, not a restatement of the handbook. VA sets the floor. Most lenders build on top of it. We do not.
Credit score
No minimum. VA does not publish one. We have closed VA loans in the 500s. If a Fayetteville or Jacksonville lender quoted you 620, that was their rule.
Down payment
Zero with full entitlement. Not a low down payment. Zero. In a market with North Carolina prices, that is the whole ballgame.
Mortgage insurance
None, ever. This is the single biggest month-to-month advantage a VA loan holds over FHA and conventional financing.
Debt-to-income ratio
No hard cap. VA uses residual income instead. We have closed well past 50 percent DTI when the residual math supported it.
Bankruptcy, foreclosure, short sale
Chapter 7 at two years. Chapter 13 can work mid-plan with trustee approval and twelve months of on-time payments. Foreclosure and short sale at two years, shorter with documented extenuating circumstances.
Property types
Single family, VA-approved condo, townhome, PUD, manufactured on a permanent foundation, and two to four units if you occupy one. Around Fort Bragg and Camp Lejeune, a duplex where you live in one side and rent the other is one of the strongest plays available.
Coastal North Carolina: Wind Coverage Is Part of the Approval
You can be perfectly qualified inland and blocked on the coast by an insurance number nobody checked. This is the most common way a Camp Lejeune or Cherry Point purchase falls apart.
Standard carriers often exclude wind and hail near the coast
If they do, you need a separate windstorm and hail policy. That is a second premium on top of your homeowners policy, and it goes straight into your debt-to-income calculation.
The Coastal Property Insurance Pool is the backstop
North Carolina runs a state pool covering 18 eligible coastal counties for windstorm and hail when the standard market will not write it. A pool policy is an acceptable path to closing on a VA loan. It is not a red flag.
The FAIR Plan covers the rest of the state
Outside the beach and coastal territories, North Carolina runs a FAIR Plan for property owners the standard market declines. Both plans cap the residential building limit at $750,000 and cap personal property at 40 percent of the building coverage.
You need the primary policy first
Eligibility for a pool windstorm and hail policy requires an active primary policy from an admitted carrier with wind excluded. That is two policies to line up, and it takes longer than a single homeowners binder. We start it in week one.
Flood is separate from wind
Flood and wind are two different perils and two different policies. Being outside a flood zone tells you nothing about your wind coverage, and plenty of coastal buyers learn that at the closing table.
Common North Carolina VA Scenarios We Handle
PCS to Fort Bragg, Camp Lejeune, Cherry Point, or Seymour Johnson
You have orders and a report date and you may not have arrived. VA allows closing before you physically occupy, with a reasonable window to move in. We build the timeline around your report date.
Buying a duplex near the gate and renting the other side
VA allows two to four units with owner occupancy and zero down on full entitlement. At Fayetteville and Jacksonville prices, this is how a lot of junior enlisted families build their first real equity.
You already used entitlement at your last duty station
Keep the other house as a rental. We calculate remaining entitlement and give you the exact zero-down ceiling in the North Carolina county you are buying in.
You retired in North Carolina and your income changed
Retirement pay, VA disability compensation, and part-time work qualify differently than salary. VA disability compensation is not taxable, and North Carolina fully deducts qualifying military retirement pay from state income tax. Both work in your favor and both get missed.
Your Camp Lejeune claim changed your rating
A new or increased service-connected rating can eliminate your funding fee going forward and may entitle you to a refund on a fee you already paid on a prior VA loan. We check it as a matter of course.
You want an investment property at the coast
VA occupancy rules require you to live in the home. For a pure rental or a beach property, we use DSCR loans that qualify on the property’s rent instead of your personal income.

Duplex purchase with rental income counted
Junior enlisted buyer, zero down, living in one side and renting the other. The other lender would not count the rental income. VA allows it and the file cleared easily once it was run correctly.
Coastal file with a state pool wind policy
A Carteret County purchase where the standard carrier excluded wind. The pool policy was treated as a problem by the first lender. It is not a problem. It is the normal answer on that coast.
Chapter 13 still in repayment
Twelve months of on-time trustee payments plus written trustee approval. VA allows it. Most lenders will not touch it.
Buyer needed out of a lease to buy now
Seller paid the early lease termination penalty on the rental as a concession. That is an allowable VA seller concession, and near Fort Bragg and Camp Lejeune it is how a family stops paying rent and closes this month. Details on the VA seller concessions page.
Debt paid off by the seller at closing
A seller can retire a buyer’s credit cards or auto loan as a concession, which drops DTI and can turn a denial into an approval on the same contract at the same price. Almost nobody in North Carolina structures deals this way.

VA allows unlimited seller-paid closing costs plus up to 4 percent in concessions, and the concession bucket can pay off your debt. Conventional caps at 3 to 9 percent by down payment and has no debt-payoff allowance like VA’s.
Two to four units
VA allows two to four units with owner occupancy and zero down. FHA allows it with 3.5 percent down. Conventional requires more. At Fayetteville and Jacksonville prices, this is where the VA advantage compounds fastest.
Refinancing later

North Carolina VA Loan Myths, Corrected
Myth: VA loans are slow near Fort Bragg because everyone uses them
Volume is not the problem. The lender is. Our VA closings run the same timeline as conventional. On the coast the delay is the wind policy, not VA.
Myth: You need a 620 score
No. That is a lender overlay. VA publishes no minimum credit score, and the shops outside the gate impose theirs because it is easier than underwriting your file.
Myth: The $45,000 exclusion means disabled veterans pay no property tax in North Carolina
It does not. North Carolina excludes the first $45,000 of appraised value, not the whole thing. If you moved here from Virginia, Texas, or Florida expecting a full exemption, budget accordingly.
