What Florida Veterans Should Know Before Using VA Entitlement
Florida is a judicial foreclosure state. Lenders foreclose through the courts, which takes longer than the power-of-sale process used in much of the country. That is a protection, not a perk — and it is still a reason to size the payment around what your income carries rather than the maximum a calculator approves.
Florida also has no state income tax, which lifts take-home pay and strengthens residual income, the number VA underwriting weighs most. What cuts the other way is insurance. Windstorm, flood, and in many coastal counties a separate hurricane deductible can move a monthly payment more than the interest rate does. We put real insurance quotes in the file early, because a payment built on a placeholder premium falls apart at underwriting.
What Is a Florida VA Loan?
A Florida VA loan is a mortgage guaranteed by the Department of Veterans Affairs and originated by a private lender. The VA guarantees part of the loan rather than lending the money, which is what supports $0 down, no monthly mortgage insurance, and credit treatment more flexible than conventional financing.
Every VA lender uses the same handbook. What separates them is how many of their own rules they stack on top. Those extra rules are overlays, and they are where most Florida veterans get denied.
Florida VA Loan Rules and Veteran Tax Benefits
No State-Specific VA Overlay
Florida adds no state-level restriction to VA purchase financing. Federal rules apply as written.
Total Homestead Exemption at Permanent and Total Disability
A Florida resident with an honorable discharge and a service-connected permanent and total disability is exempt from ad valorem tax on the homestead entirely (Fla. Stat. 196.081(1)). In a state where insurance already strains the payment, removing the tax line changes what you can carry.
$5,000 Exemption at 10% or Higher
A veteran with a VA-certified service-connected disability rated 10% or more qualifies for a $5,000 homestead exemption (Fla. Stat. 196.24). You establish it with your county tax official and provide the disability documentation.
Age 65+ With a Combat-Related Disability
Honorably discharged veterans 65 or older with a combat-related disability component may receive a discount on homestead ad valorem tax commensurate with the percentage of the permanent service-connected disability (Fla. Stat. 196.082). A 40% rating means roughly a 40% discount. Apply through your county property appraiser.
Surviving Spouses
An unremarried surviving spouse holding the homestead keeps the exemption until remarriage, sale, or disposal of the property — and on a sale may carry the exemption amount to a new primary residence (Fla. Stat. 196.081(3) and 196.24).

Veterans receiving VA disability compensation at any rating, veterans entitled to compensation who take retirement pay instead, surviving spouses receiving DIC, and Purple Heart recipients on active duty. It shows on your COE and we verify before you pay anything.

Seller Concessions: The 4% Rule Almost Everyone Gets Wrong
This is the most misunderstood rule in VA lending, and in an insurance-heavy state like Florida it is worth more than almost anywhere else. Most buyers — and plenty of agents and loan officers — think the seller is capped at 4%. That is wrong.
Bucket 1: Your Closing Costs — No VA Cap
The seller can pay all of your normal allowable closing costs. Origination, appraisal, title, recording, credit report, prepaid taxes and insurance at customary levels. No VA percentage ceiling. Market-rate discount points for a permanent buydown also sit here, uncapped.
Bucket 2: Concessions — Capped at 4% of Reasonable Value
Anything of value beyond normal closing costs is a concession, capped at 4% of the VA reasonable value — and stacked on top of Bucket 1, not instead of it.
What Actually Counts Toward the 4%
Paying Off Your Debt
The seller can retire your credit cards, collections, judgments, or an auto loan, and it counts against the 4%. Eliminating a $450 monthly payment can move a debt-to-income ratio from declined to approved without touching your savings. The single most powerful tool in VA structuring, and almost nobody uses it.
Breaking a Lease So You Can Buy Now
This is the one that changes timelines. You are renting and the right home appears six months before your lease ends. Early termination is commonly two months’ rent, and paying that on top of moving costs is what makes most renters wait another year. They do not have to wait. The seller can cover the lease-break penalty inside the 4%. We have structured this hundreds of times.
Prepaying Your Mortgage Payments
A seller can prepay your actual mortgage payments — the full PITI, not just escrows. Inside the 4% that can be several months covered before your first payment out of pocket. In Florida, where the insurance portion of that payment is heavy, the runway matters more than it does elsewhere.
The VA Funding Fee and Temporary Buydowns
At 2.15% on a first-use purchase the funding fee eats a real share of the 4%. A 2-1 buydown escrow also counts. Both are commonly seller-funded.

How a Florida VA Loan Works
The loan itself is federal. The rules come from VA, not from Tallahassee. What changes in Florida is the cost side of the payment and the property side of the file. Here is the actual order of operations.
1. Pull your Certificate of Eligibility
We pull the COE electronically. Most come back in seconds. If yours needs a manual review because of a discharge upgrade, a National Guard record, or a prior VA loan that has not been restored, we file the paperwork and follow it.
2. Figure out your entitlement, not your loan limit
If you have full entitlement, there is no VA loan limit. Not in Florida, not anywhere. If you still have a VA loan open somewhere else, we calculate your remaining entitlement and tell you the exact number you can borrow with zero down.
3. Price the real payment, insurance included
This is where most Florida preapprovals fall apart. We quote homeowners insurance and flood from a real number for that address, not a made-up placeholder. See the insurance section below.
4. Run residual income the way VA actually runs it
VA underwriting weighs residual income heavily. Florida sits in the South region for residual income tables. Since Florida has no state income tax, more of your gross pay survives to the residual line than in most states.
5. Underwrite it. Manually, if that is what the file needs
If the automated system will not approve you, that is not the end. VA allows manual underwriting. We do it. Most lenders will not, which is why you got told no somewhere else.
6. Close and get your funding fee handled
Fee is financed into the loan by default. If you have a service-connected disability rating, you pay no funding fee at all. If your rating came through after you closed, you may be owed a refund of a fee you already paid.

No minimum. VA does not publish one. We have closed VA loans in the 500s. If a lender told you 620 or 640, that was their rule, not the government’s.

None. Ever. This is the single biggest month-to-month advantage a VA loan has over FHA and conventional.
Debt-to-income ratio
No hard cap. VA leans on residual income instead. We have closed files well above 50 percent DTI when the residual math supported it.
Bankruptcy, foreclosure, short sale
Chapter 7 at two years. Chapter 13 can work while you are still in the plan with trustee approval. Foreclosure and short sale at two years, and we have done shorter with documented extenuating circumstances.
Property types
Single family, VA-approved condo, townhome, manufactured on a permanent foundation, and up to four units if you live in one. Florida condo approval is its own conversation, covered below.
The Florida Insurance Number That Kills Most Preapprovals
You can be perfectly qualified in Ohio and denied in Florida on the exact same income. The difference is not you. It is the insurance line in the payment.
Homeowners insurance, windstorm coverage, and flood insurance are the biggest single variable in a Florida mortgage payment. A lender who plugs a generic estimate into your preapproval is handing you a number that will change at underwriting, usually upward, usually after you are already under contract.

Two houses eight miles apart in Pinellas County can differ by hundreds of dollars a month on wind and flood alone. We price your actual address before we issue a preapproval letter, so your buying power is a real number.
Flood zone is checked up front
The flood determination happens on every file anyway. We just do it early instead of at the closing table. If you are in an A or V zone, you will know what it costs before you write an offer.
Hurricane deductibles are usually a percentage, not a dollar amount
Most Florida policies carry a hurricane deductible of 2 to 5 percent of the dwelling coverage. That does not change your monthly payment, but it changes what you need in reserves. We tell you.
Citizens and the private market
If the private carriers decline the property, Citizens Property Insurance is the state-backed backstop. A Citizens quote is an acceptable path to closing. It is not a red flag on a VA file.
The 4-point and wind mitigation inspections
Older Florida homes usually need a 4-point inspection to get insured at all. A wind mitigation report can cut the premium significantly. Neither is a VA requirement, but both change your payment, so we order them early.
Florida Condos and the Post-Surfside Rules
Florida changed its condo laws after the Surfside collapse. Buildings now face structural milestone inspections and mandatory reserve funding. That has real consequences for VA buyers.
The building has to be on the VA-approved list
VA approves the whole condo project, not your individual unit. If the building is not approved, the loan does not happen with zero down. We check the VA list before you fall in love with a unit.
Reserve and assessment problems can disqualify a building
A building carrying a large special assessment or an unfunded reserve study can fail VA project review. This is the number one reason a Florida condo deal dies late.
Check before the offer, not after
We pull the VA approval status and the association questionnaire early. If a building is going to be a problem, you find out in week one instead of week five.
If the building is not approved
Sometimes it can be submitted for approval. Sometimes it cannot. We tell you honestly which one you are looking at rather than stringing the file along.
Common Florida VA Scenarios We Handle
PCS to MacDill, Eglin, Jacksonville, or Pensacola
You have orders, you have a report date, and you may not have arrived yet. VA allows the loan to close before you physically occupy, with a reasonable time frame to move in. We build the file around your report date.
You retired in Florida and your income changed
Retirement pay, VA disability compensation, and a part-time job qualify differently than a W-2 salary. VA disability compensation is not taxable, so we gross it up. Many lenders miss this and shortchange your qualifying income.
You already used your VA loan in another state
You do not need to sell that house. If you have remaining entitlement, we calculate it and get you into a Florida home with zero or minimal down while keeping the other property as a rental.
You are self-employed in Florida

Your credit took a hit
Medical collections, an old charge-off, a divorce, a repossession. VA does not have a score floor and neither do we. We look at what happened and whether it is behind you.
You want a second home or an investment property
VA occupancy rules require you to live in the home. For a Florida rental or vacation property, we have DSCR loans that qualify on the property’s rent instead of your income.

541 credit score, active duty, zero down

Chapter 13 still in repayment
Twelve months of on-time trustee payments and written trustee approval. VA allows it. Most lenders will not touch it. We close them.
Foreclosure 25 months old
Two years and one month past. Half the market said three years, because that is the conventional rule, not the VA rule. Closed with zero down.
Buyer needed out of a lease to buy now
Seller paid the lease break penalty on the rental as a concession. That is an allowable VA seller concession and it is how a buyer stops paying rent and closes this month instead of next spring. Details on the VA seller concessions page.
Debt paid off by the seller at closing
A seller can pay off a buyer’s credit cards or auto loan as a concession. That drops the DTI and can turn a denial into an approval on the same contract. Almost nobody in Florida structures deals this way.
Self-employed with two years of write-offs
Tax returns showed almost no income. Twelve months of business bank statements told the truth. Closed on a bank statement program, then refinanced into VA later once the documentation lined up.

Florida VA Loan vs Conventional vs FHA
Run the same Florida purchase price through all three and the VA loan usually wins by a wide margin on monthly payment. Here is why.
Down payment
VA: zero with full entitlement. Conventional: 3 to 5 percent minimum, more on a condo or a second property. FHA: 3.5 percent.
Mortgage insurance
VA: none, ever. Conventional: PMI until you reach 20 percent equity. FHA: an upfront premium plus a monthly premium that usually lasts the life of the loan.
Credit score floor
VA: no published minimum. Conventional: generally 620 and pricing gets punishing below 700. FHA: 580 for 3.5 percent down.
One-time fee
VA: the funding fee, financed into the loan, and waived entirely with a service-connected disability rating. Conventional: none, but you pay PMI monthly instead. FHA: 1.75 percent upfront plus the monthly.
Seller-paid costs
VA allows up to 4 percent in concessions on top of normal closing costs, and the concession bucket can pay off your debt. Conventional caps at 3 to 9 percent depending on down payment and has no debt-payoff allowance like VA’s.
Refinancing later
VA: the IRRRL streamline needs no appraisal and no income documentation in most cases. Conventional and FHA both require a full refinance with far more paperwork. See VA IRRRL.
Florida VA Loan Myths, Corrected
Myth: VA loans take forever to close in Florida
Our VA closings run the same timeline as conventional. The delay is almost always the insurance binder or the condo association questionnaire, not the VA.
Myth: Sellers in Florida will not accept VA offers
This one is a listing-agent habit, not a rule. A clean VA offer with a real preapproval and a proven lender competes fine. Weak preapprovals from lenders who did not price insurance are what damaged VA’s reputation here.
Myth: You can only use a VA loan once
Entitlement is reusable and restorable. Many Florida buyers we work with are on their second or third VA loan.
Myth: You need a 620 score
No. That is a lender overlay. VA publishes no minimum credit score.
Myth: The VA appraisal will kill the deal
A VA appraisal has minimum property requirements, most of which are safety items. Roof condition matters more in Florida than in most states because of insurability, but that is an insurance issue, not a VA one.
Myth: You cannot buy a condo with a VA loan in Florida
You can. The building has to be VA-approved. We check that up front instead of finding out in week five.
Florida VA Loan Frequently Asked Questions
Is there a minimum credit score for a VA loan in Florida?
No. The VA publishes no minimum credit score. Lenders add their own, usually 580 to 620. The JD.Mortgage Team does not add one. If automated underwriting will not approve your file, we run a manual underwrite using the compensating factors VA recognizes: residual income, housing payment history, reserves, and a documented explanation for past credit events.
Is there a VA loan limit in Florida?
With full entitlement, no. VA loan limits were eliminated for veterans with full entitlement. If you already have a VA loan open, your remaining entitlement sets the zero-down ceiling, and the 2026 conforming baseline of $832,750 is used in that calculation for most Florida counties.
Do 100% disabled veterans pay property tax in Florida?
Not on their homestead. Florida Statute 196.081(1) grants a total exemption from ad valorem taxes on the homestead of a veteran with a service-connected permanent and total disability who was honorably discharged. You apply through your county property appraiser.
What property tax break do partially disabled Florida veterans get?
Florida Statute 196.24 gives an honorably discharged veteran with a service-connected disability of 10 percent or more a $5,000 reduction in the assessed value of the homestead. It is a flat statutory amount, not a percentage, and it stacks on top of the standard homestead exemption.
Do Florida veterans over 65 get an additional discount?
Yes. Florida Statute 196.082 gives an honorably discharged veteran age 65 or older with a combat-related disability a discount on the homestead tax equal to the percentage of the disability rating. A veteran with a 40 percent combat-related rating gets a 40 percent discount.
Can a surviving spouse keep the Florida veteran property tax exemption?
Yes. Under Florida Statutes 196.081(3) and 196.24, the surviving spouse keeps the exemption as long as the spouse holds title, lives in the home, and has not remarried. The benefit is also portable to a new Florida homestead, capped at the dollar amount of the prior exemption.
How much does homeowners insurance affect a Florida VA preapproval?
More than anything else on the payment. Insurance, windstorm, and flood are the largest variable in a Florida mortgage payment, and they change by address rather than by county. Do I need flood insurance for a VA loan in Florida?
Only if the property sits in a FEMA designated special flood hazard area, typically zones beginning with A or V. A flood determination is run on every file. Many Florida buyers carry flood coverage anyway because the premium in a low risk zone is small compared to the exposure.
Can I buy a condo in Florida with a VA loan?
Yes, but the entire condo project has to be on the VA approved list, not just your unit. We check VA approval status before you write an offer. If a building is not approved, sometimes it can be submitted, and sometimes it cannot. We tell you which one you are looking at.
How do the Florida condo laws affect VA loans?

Yes. VA allows a seller to pay off a buyer credit card, auto loan, or other debt as part of the 4 percent concession allowance. Paying off a high payment debt lowers your debt to income ratio and can turn a denial into an approval on the same contract. Almost nobody structures Florida deals this way.
Can a seller pay to break my lease so I can buy now?
Yes. Paying an early lease termination penalty on a rental or on post housing is an allowable VA seller concession. It is how a buyer stops paying rent and closes now instead of waiting for a lease to run out. We have structured this many times.
Does Florida having no state income tax help me qualify?
Yes, on the number VA actually weighs. Florida has no state income tax, so more of your gross pay reaches your take home pay, which strengthens the residual income calculation VA uses. Florida is scored against the South region residual income table.
Can I use a VA loan in Florida if I already have one in another state?
Yes. You do not have to sell the other home. We calculate your remaining entitlement and tell you the exact zero down ceiling in Florida. Many buyers keep the first property as a rental and use the remaining entitlement to buy in Florida.
How long does a VA loan take to close in Florida?
