Kansas VA Loans: The Short Answer
A Kansas VA loan is a VA-guaranteed mortgage with no down payment on full entitlement, no monthly mortgage insurance, and no VA minimum credit score. The files that get stuck are usually stuck on lender rules, not VA rules. We underwrite to VA’s rules.
As of Q3 2026 (September 2026): Entitlement is how much VA will back on your loan. Kansas buyers with full entitlement have no VA loan limit. With partial entitlement, the county loan limit is used. The 2026 county loan limit (the conforming limit) is $832,750 in every Kansas county (VA.gov loan limits; FHFA 2026 limits). VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. VA also has a guide for the money left over each month after your bills (VA calls this residual income). For a Midwest-region family of four on loans of $80,000 or more, the guide is $1,003 a month. It is 5% lower for active duty and military retirees. The guide is not an automatic yes or no (VA Pamphlet 26-7, Ch. 4). The funding fee is a one-time fee paid to VA. It runs 2.15% on first use with under 5% down and 3.3% on later use. What Is a Kansas VA Loan?
A Kansas VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Kansas are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.
Kansas VA Loan Rules and Veteran Tax Benefits
Here is the Kansas difference. Many states cut a disabled veteran’s property tax bill. Kansas mostly pays money back after the tax is paid. The Kansas Department of Revenue runs two refund programs that name disabled veterans.

Surviving spouses. KDOR lists two spouse groups for the Homestead Refund: the surviving spouse of a disabled veteran, and the surviving spouse of a service member who died in the line of duty. Both qualify until they remarry.
Homestead rule. Both refunds are for the home you live in. You file with the Kansas Department of Revenue, not the county. The dollar limits change, so check KDOR’s page for the year you file.
Here is where most explanations go wrong. Kansas refund programs lean on federal disability definitions and income tests, not just a rating letter. That standard is a Kansas rule for the tax benefit only. It is not the rule for the home loan. VA home loan eligibility requires service under conditions other than dishonorable, plus a Certificate of Eligibility. So a veteran can miss the Kansas tax benefit and still qualify for a VA loan. What this does to your approval. A refund arrives after you pay. It does not lower the tax line in your escrow. So we qualify you on the full county tax bill. That is the honest number. The K-40SVR freeze helps later by paying back increases over your base year. It protects your budget, but it will not raise your approval today.
One more Kansas point. The income limits are low enough that many working buyers will not qualify for either refund. Retirees and veterans living mostly on disability pay are the most likely fit. We still show you the full tax number either way, so the payment and your residual income hold up after closing.
What a No-Overlay VA Lender Means in Kansas
An overlay is a lender rule added on top of VA’s. VA itself never set a minimum credit score, so any number you were quoted came from the lender. We lend to VA’s rules in Kansas, with no added score floor and no debt-to-income cap tighter than VA’s.
What we cannot change: the wait before you can refinance. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, adds its own wait for loans that go into those bonds (Ginnie Mae MBS Guide, Ch. 24). Anyone who says they waive those is not telling you the whole story.

Seller Concessions: The 4% Rule Most People Get Wrong
VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).
On a Kansas contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.
Kansas VA Markets: Fort Riley, Fort Leavenworth, McConnell, and Topeka
Fort Riley
Fort Riley is home to the 1st Infantry Division, per the garrison. It lists about 15,000 active-duty members and nearly 30,000 veterans and retirees in the area. Buyers look in Junction City, Grandview Plaza, Manhattan, and Ogden. Manhattan adds Kansas State University, so rentals and student homes mix with family homes. PCS turnover means lots of VA resales on the market.
Fort Leavenworth
Fort Leavenworth sits in Leavenworth County on the Missouri River. Many buyers are mid-career officers on shorter tours. Leavenworth and Lansing are close by. Some buyers commute from Basehor, Tonganoxie, or the Kansas City suburbs. Older brick homes in Leavenworth need a careful look at roofs, paint, and foundations.
McConnell Air Force Base
McConnell is in Wichita and hosts the 22nd Air Refueling Wing, per the base. It also hosts the 931st Air Refueling Wing and the Kansas Air National Guard’s 184th Intelligence Wing. Derby, Andover, Haysville, and Mulvane draw base families. Newer Derby and Andover subdivisions often carry special assessments on the tax bill. We read those line by line.
Topeka and Johnson County
Topeka has Forbes Field, home to Air National Guard members. Johnson County suburbs like Olathe and Overland Park draw veterans working in Kansas City. Prices there run higher, but the loan limit is the same. Salina, Hays, and Garden City draw veterans too. Those towns have fewer recent sales, so appraisals can take longer and lean on older comparable sales. We build a few extra days into the contract for that.
When the county loan limit matters
Every Kansas county sits at the 2026 baseline of $832,750. With full entitlement, VA sets no loan limit at all. The county figure only matters if you still have entitlement tied up in another VA loan, such as a home you kept after a PCS.

The Kansas Money Risk: Hail, Special Assessments, and a Court Foreclosure
Kansas homes are cheaper than the national average in many towns. The risk hides in other places.
Hail and wind. Kansas sits in tornado and hail country. Roof claims are common, and many policies use a separate wind and hail deductible. Some set it as a percent of the home’s insured value. Get a real insurance quote during your inspection period and read the deductible. A cheap premium with a big hail deductible is not cheap.
Special assessments. Newer subdivisions around Wichita and in Johnson County often pay for streets and sewers through special assessments on the tax bill. They can add a lot to the yearly tax. We count them in your payment because the county bills them with your taxes.
Foreclosure runs through the court. Kansas foreclosures are handled by court order and sheriff’s sale. After the sale, Kansas law gives the owner a redemption period of 12 months in general. If default came before one-third of the original debt was paid, the court sets three months, per K.S.A. 60-2414. For a VA buyer, the lesson is simple. If money gets tight, call your servicer early. VA has loss-mitigation tools that work far better before a case is filed.
Flood zones. Homes near the Kansas, Arkansas, and Missouri rivers can sit in FEMA flood zones. Federal rules require flood insurance there for a federally backed loan. We add the premium before you commit.
None of these are reasons to skip Kansas. They are reasons to price the payment right the first time.
Kansas Homes and the VA Minimum Property Requirements
VA’s minimum property requirements look for a home that is safe, sound, and sanitary. Kansas has a few home types where that gets tested.
- Rural homes and small acreage. Outside Junction City and Wichita, many homes use a well and septic system. Local health rules set spacing and testing. We order checks early.
- Homes on bigger parcels. A VA loan can include the land that fits a normal home in that area. It cannot finance a working farm or ranch bought to earn income.
- Older homes in Leavenworth and Topeka. Homes built before 1978 may have peeling paint that must be fixed. Old wiring and aging furnaces get flagged.
- Manufactured homes. VA can finance one on a permanent foundation, titled as real estate. We check the foundation and title first.
- Basements and storm shelters. A wet basement is a common appraisal note. Water in the basement points to drainage or foundation work.
