Kentucky has two big Army posts, and one of them sits half in Tennessee. The state line decides your property tax rules, not your unit.

A Kentucky VA loan is a home loan guaranteed by the U.S. Department of Veterans Affairs that lets an eligible veteran or service member buy with $0 down when they have full entitlement, with no monthly mortgage insurance and no VA minimum credit score. Kentucky VA Loans: The Short Answer

The short version for Kentucky: $0 down with full entitlement, no monthly mortgage insurance, and no credit score floor from VA. Residual income, not a score, is what carries a VA approval. We do not stack extra lender rules on top.

As of Q3 2026 (September 2026): VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4; 38 CFR 36.4340). VA uses 41% as a check point, not a limit, for how much of your monthly income goes to debt payments (your debt-to-income ratio). Above 41%, we take a closer look at your file. That closer look is not needed if the money left over each month after your bills (VA calls this residual income) is at least 20% above VA’s chart. If it is not, your loan can still be approved when a supervisor signs a note that lists the strengths in your file. For a family of four in the South on a loan of $80,000 or more, the chart is $1,003 a month (VA Pamphlet 26-7, Ch. 4). With full entitlement (your full VA home loan benefit), there is no VA loan limit. With partial entitlement, the county limit applies. The 2026 county loan limit is $832,750 in every Kentucky county (VA.gov loan limits; FHFA 2026 limits). The funding fee (a one-time VA fee) is 2.15% on a first-use purchase with less than 5% down. It is 3.3% on later use with less than 5% down, and 0.5% on an IRRRL (VA’s refinance to lower your rate). It is waived if you get VA disability compensation (VA.gov funding fee table, effective April 7, 2023).

What Is a Kentucky VA Loan?

A Kentucky VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Kentucky are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.

Kentucky VA Loan Rules and Veteran Tax Benefits

Kentucky does not have a special property tax exemption just for disabled veterans. It has the homestead exemption, and a totally disabled veteran can use it. Here is where most explanations go wrong. They say Kentucky gives disabled veterans a full exemption. It does not. The homestead exemption takes a set amount off your assessed value, and you pay tax on the rest.

Per the Kentucky Department of Revenue homestead exemption page, the exemption for the 2025 to 2026 assessment years is $49,100. It is open to homeowners who are 65 or older, or who are classified as totally disabled under a program run by a federal agency or a retirement system, and who meet the other rules. The home has to be your residence.

You apply with the Property Valuation Administrator in the county where the home sits. The state page says people who qualify by disability must reapply every year, but it lists veterans with service-connected disabilities as an exception. Bring your VA award letter.

One point we have to make clear. The homestead exemption has its own rules. They are state rules for a tax break only. They do not decide if you can get a VA home loan. Why this matters for your approval. We qualify you on a full monthly payment that includes property tax in escrow. A lower tax line leaves more room in your debt-to-income ratio and more residual income. Kentucky sits in VA’s South region for residual income tables.

Income tax helps too. The Department of Revenue military page says Kentucky does not tax active duty military pay. Retirees get a pension exclusion of up to $31,110, and retired military members whose pension is larger may qualify for a bigger exclusion using Schedule P.

Why Kentucky VA Files Land Here

A Kentucky VA file usually comes to us after a no somewhere else. Most of the time the no came from a lender rule, not VA. We underwrite to VA Pamphlet 26-7 and 38 CFR only, and we manually underwrite files the software will not approve.

The wait before you can refinance is a VA rule too. It covers a VA IRRRL (a refinance to a lower rate) and a VA cash-out that pays off a VA loan. VA loans are also sold into bonds backed by Ginnie Mae. For loans in those bonds, Ginnie Mae adds its own wait (Ginnie Mae MBS Guide, Ch. 24). Seller Concessions and Closing Costs on a VA Loan

A Kentucky seller can pay your ordinary closing costs in full, and can add concessions of up to 4% of the reasonable value on top (VA Pamphlet 26-7, Ch. 8). Concessions can clear a buyer’s debts at closing, which is often the cheapest way to fix a tight ratio.

Kentucky Military Markets: Fort Knox, Fort Campbell, and Beyond

Fort Knox and the Hardin County corridor

Fort Knox sits south of Louisville. Most families look at Radcliff, Vine Grove, and Elizabethtown, with a short drive to the gate. Some commute from the south side of Louisville or from Brandenburg in Meade County. Expect older brick ranch homes near the post and newer subdivisions toward Elizabethtown along I-65. Many buyers here are on a three-year tour and plan to rent the home out later, so resale and rent demand near the gate matter. Every Kentucky county is at the 2026 FHFA baseline conforming limit of $832,750, per FHFA’s 2026 county list.

Fort Campbell and the state line

Fort Campbell is the tricky one. The post straddles Kentucky and Tennessee. The Kentucky side has Oak Grove and Hopkinsville in Christian County. The Tennessee side has Clarksville, the biggest housing market near the gate. A house in Oak Grove follows Kentucky property tax and homestead rules. A house in Clarksville follows Tennessee rules. Blue Grass Army Depot and Lexington

Blue Grass Army Depot sits near Richmond in Madison County. Richmond and Berea are the close towns. Many workers and veterans live in Lexington, about 30 minutes north on I-75, where there are more condos and newer builds. Madison County is also at the $832,750 baseline.

Louisville, Bowling Green, and retirees

Louisville has the Robley Rex VA Medical Center and draws veterans who leave Fort Knox and stay. Bowling Green works for families who want to be between Fort Campbell and Nashville without living on either post’s doorstep. The 2026 county limit is still $832,750 in both places. With full entitlement, VA has no loan limit. The county limit only matters if part of your entitlement is still tied up.

Where Kentucky VA Buyers Lose Money

Flood risk in hollows and river towns. Eastern Kentucky has steep valleys where homes sit along creeks. The Ohio River towns flood too. VA requires flood insurance when the home sits in a FEMA special flood hazard area. That premium goes into your escrow and your payment. Pull the FEMA flood map for the address before you write an offer, not after the appraisal.

The homestead exemption is not automatic. A seller’s tax bill may show the exemption because the seller was 65 or disabled. Once you buy, it drops off until you file with the PVA. We qualify you on the tax you will actually pay. If you do not qualify yet, the tax line is the full bill.

Local taxes on top of the state. Many Kentucky cities and counties charge their own occupational license tax on wages or business profit. The Department of Revenue does not run these taxes, so rates differ by place. Local taxes cut take-home pay, and take-home pay feeds residual income.

Transfer tax and closing costs. Kentucky charges a real estate transfer tax when a deed is recorded. Custom in your contract decides who pays. The VA limits what a veteran can be charged, and seller-paid costs are part of the VA seller concessions discussion. Ask us before you sign so the split is written the right way.

Foreclosure. Kentucky forecloses through the courts. Buy the payment you can carry through a PCS or a job change, not the most you can borrow.

Kentucky Property Types and VA Minimum Property Requirements

Kentucky has a lot of rural property. Farms, homes on five to twenty acres, and houses on wells and septic tanks are common outside the cities. VA can finance a rural home, and VA has no limit on how many acres you can buy. The home must be the one you live in. A farm home can qualify, but VA does not make farm business loans. The loan pays only for the home’s value as a place to live, not for farm buildings, gear, crops, or animals.

Well and septic homes need safe water and a working septic system that meet local health rules. Order those tests early. Our VA minimum property requirements guide covers the full list.

Older homes near Fort Knox and in Louisville’s inner suburbs can have peeling paint, aging roofs, and old furnaces. The VA appraiser calls out items that affect safety, soundness, or sanitation. Peeling paint on a pre-1978 home gets flagged. The seller usually fixes these before closing.

Manufactured homes are common in rural counties. VA can finance one on a permanent foundation, titled as real property. Condos in Lexington and Louisville need to be in a VA-approved project. If the project is not approved, ask us early. Approval can take time.

Log homes and cabins near Lake Cumberland and Kentucky Lake can work as a primary residence. A lake cabin you plan to visit on weekends cannot use VA financing, because VA loans are for homes you live in.

Common Kentucky VA Scenarios We Structure

PCS to Fort Knox with full entitlement

Example: A sergeant PCSing to Fort Knox buys a $285,000 home in Radcliff with $0 down. Full entitlement means no VA loan limit. We qualify on base pay plus BAH and check residual income against the South region table. If her credit took a hit during a deployment, we look at why, because VA has no minimum score and neither do we.

Example: A specialist likes homes in both Oak Grove, Kentucky and Clarksville, Tennessee. We run both. The loan is the same VA loan. The property tax line is different because the states are different. We show the full payment for each so he compares real numbers, not list prices.

Disabled veteran retiring to Lexington

Example: A retired soldier with a 100% service-connected rating buys in Lexington. He files for the homestead exemption with the Fayette County PVA after closing. Because he receives VA disability compensation, he is exempt from the VA funding fee. His retired pay, disability pay, and the pension exclusion all shape what he keeps each month.

Second VA loan while keeping the first home

Example: A veteran keeps a Fort Knox-area home with a $240,000 VA loan and rents it out. That loan ties up $60,000 of entitlement (25%).

  • Kentucky 2026 limit: $832,750 x 25% = $208,187.50
  • Remaining entitlement: $208,187.50 – $60,000 = $148,187.50
  • No-down-payment ceiling: $148,187.50 x 4 = $592,750
  • Above that, most lenders ask for a down payment of about 25% of the amount over $592,750. That is a lender rule, not a VA rule.
