Oklahoma can exempt the full fair cash value of a 100% disabled veteran’s homestead, but its rule asks for an honorable discharge and Oklahoma residency, which is a different test than the VA uses for the loan itself.
An Oklahoma VA loan is a VA-guaranteed home loan that lets an eligible veteran, service member, or surviving spouse buy with $0 down when full entitlement is available, with no monthly mortgage insurance and no VA minimum credit score. Oklahoma VA Loans: The Short Answer
The short version for Oklahoma: $0 down with full entitlement, no monthly mortgage insurance, and no credit score floor from VA. Residual income, not a score, is what carries a VA approval. We do not stack extra lender rules on top.
As of Q3 2026 (September 2026): VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4; 38 CFR 36.4340). VA uses 41% as a check point, not a limit, for how much of your monthly income goes to debt payments (your debt-to-income ratio). Above 41%, we take a closer look at your file. That closer look is not needed if the money left over each month after your bills (VA calls this residual income) is at least 20% above VA’s chart. If it is not, your loan can still be approved when a supervisor signs a note that lists the strengths in your file. For a family of four in the South on a loan of $80,000 or more, the chart is $1,003 a month (VA Pamphlet 26-7, Ch. 4). With full entitlement (your full VA home loan benefit), there is no VA loan limit. With partial entitlement, the county limit applies. The 2026 county loan limit is $832,750 in every Oklahoma county (VA.gov loan limits; FHFA 2026 limits). The funding fee (a one-time VA fee) is 2.15% on a first-use purchase with less than 5% down. It is 3.3% on later use with less than 5% down, and 0.5% on an IRRRL (VA’s refinance to lower your rate). It is waived if you get VA disability compensation (VA.gov funding fee table, effective April 7, 2023).
What Is a Oklahoma VA Loan?
A Oklahoma VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Oklahoma are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.
Oklahoma VA Loan Rules and Veteran Tax Benefits
Oklahoma’s disabled veteran property tax benefit is all or nothing. The Oklahoma Department of Veterans Affairs benefits page says the exemption is for the full fair cash value of the homestead. There is no partial tier for lower ratings. A veteran rated 90% gets no part of it, and a veteran rated 100% can see the whole homestead come off the tax roll.

Surviving spouse. ODVA describes the benefit as covering certain injured veterans and the surviving spouse of those veterans. The page does not list the spouse’s conditions, so a surviving spouse should confirm with the county assessor before counting on it.
How to apply. Apply with the county assessor where the home sits, after you move in, and bring your VA letter certifying the 100% permanent rating. The same ODVA page lists a separate sales tax exemption for honorably discharged Oklahoma residents rated at the 100% rate, which lowers everyday costs but does not change the mortgage math. If your rating changes to 100% after you buy, you can apply then.
Here is where most explanations go wrong. The honorable discharge requirement is an Oklahoma rule for the tax benefit only. It is not the test for a VA home loan. For the loan, VA looks for service under conditions other than dishonorable and issues a Certificate of Eligibility. A veteran with a general discharge may qualify for the loan and still not qualify for this state exemption. Our VA loans FAQ covers the loan side.
Why it matters to your approval. We qualify you on the full payment, taxes included. When the homestead is exempt on its full value, the tax line drops to near zero after the exemption posts. That frees room in debt-to-income and adds to residual income. A veteran receiving VA disability compensation is also generally exempt from the VA funding fee.
What a No-Overlay VA Lender Means in Oklahoma
An overlay is a lender rule added on top of VA’s. VA itself never set a minimum credit score, so any number you were quoted came from the lender. We lend to VA’s rules in Oklahoma, with no added score floor and no debt-to-income cap tighter than VA’s.
What we cannot change: the wait before you can refinance. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, adds its own wait for loans that go into those bonds (Ginnie Mae MBS Guide, Ch. 24). Anyone who says they waive those is not telling you the whole story.

Seller Concessions: The 4% Rule Most People Get Wrong
VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).
On a Oklahoma contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.
Where Oklahoma VA Buyers Live: Lawton, Midwest City, Enid, and Altus
Fort Sill and Lawton
The Army’s Fort Sill page calls the post the home of the Fires Center of Excellence. Soldiers and families buy in Lawton, Cache, Elgin, and Fletcher in Comanche County. Many tours are school tours, so buyers weigh resale and rent from the first showing. Elgin draws families who want a newer home and a short drive up Interstate 44.
Tinker AFB and the Oklahoma City metro
Tinker sits in Midwest City in Oklahoma County and employs a large civilian workforce, many of them veterans. Buyers look at Midwest City, Del City, Choctaw, and Harrah, or south to Moore and Norman in Cleveland County. This is the deepest housing market of the four bases, with more new construction and more HOA neighborhoods.
Vance AFB and Enid
Vance is a pilot training base in Enid in Garfield County. Tours are steady and short. Homes in Enid are often older, on larger lots, and priced low, so VA property rules on roofs, paint, and systems come up often.
Altus AFB and Altus
Altus is in Jackson County in southwest Oklahoma. The town is small, so the choice of homes is small. Buyers who cannot find a fit in town look at rural homes with wells. Resale takes longer in a small market, so we plan the exit before the offer. Some Altus families commute from nearby small towns to widen the search.
Tulsa
Tulsa has no major active base, but it has large Guard and Reserve units and a big veteran population. Many buyers here are retirees or Guard members with civilian jobs. Broken Arrow, Owasso, and Bixby draw families who want newer homes, while midtown Tulsa has older homes with more character and more repair questions.
Loan limit: every Oklahoma county uses the $832,750 2026 one-unit baseline (FHFA 2026 limits). With full entitlement VA has no loan limit.

The Oklahoma Money Risks VA Buyers Should Price In
Mortgage registration tax and deed stamps
Oklahoma charges a mortgage registration tax. It is paid to the county treasurer when the mortgage is recorded under 68 O.S. Section 1904. A State Auditor form goes with every mortgage presented for it. It is a buyer-side closing cost tied to the loan, and it goes on your estimate. Deeds carry a separate documentary stamp tax of $0.75 per $500 of the price paid (Oklahoma Tax Commission). Example: a $260,000 deed carries $390 in stamps. The contract says who pays. A seller can pay your closing costs. VA does not cap that. It also does not count toward VA’s 4% limit on seller concessions, which are extras the seller pays for you beyond normal closing costs.
Hail, wind, and tornadoes
Oklahoma sits in the path of severe spring storms. Insurance cost here is driven by the roof, and many policies carry a separate wind and hail deductible. A roof near the end of its life can raise the premium or draw a repair call from the appraiser. Get a quote before you write an offer, and ask what the wind and hail deductible is.
Tribal trust land
Much of Oklahoma sits inside tribal reservation boundaries, but most homes there are on regular fee land. A home on tribal trust land is a different kind of loan. Tell us the address early, and we check title before you pay for an appraisal.
Losing the exemption after PCS
The exemption covers your homestead. If you leave Fort Sill and rent the house, it is no longer your homestead, and the county can bill the full tax. The rent needs to cover it.
Oklahoma Property Types and VA Minimum Property Requirements
Oklahoma property issues come from storms, land, and age. Each ties back to the VA minimum property requirements.
Storm shelters and safe rooms
Many Oklahoma homes have an in-ground shelter or a garage safe room. The appraiser notes them. They must not create a safety hazard, and a shelter that collects water or has a broken door can draw a repair call.
Rural acreage around Altus, Enid, and Lawton
Homes on a few acres with a well and septic are normal outside town. VA can finance the home and a reasonable lot when the appraiser supports the land value. Safe water is required. Land used as a working ranch or farm needs a plain talk first. Rural homes may use propane for heat. The heat must be safe to run. The appraiser does not test it, but does list any repairs that are easy to see.
Manufactured homes
Manufactured homes can work when they sit on a permanent foundation, are titled as real estate, and meet VA rules. We check title and foundation before the appraisal.
Older homes near Tinker and Vance

Common Oklahoma VA Scenarios We Structure
Fort Sill school tour buyer
Example: a captain on a school tour buys a $240,000 home in Lawton with $0 down. We qualify on base pay plus BAH and a real insurance quote with the wind and hail deductible. The captain plans to rent it later, so we check that the rent would cover the full tax once the home stops being a homestead.
Keeping the Lawton home and buying near Tinker
Example: a veteran kept a $180,000 VA loan in Lawton and takes a job at Tinker. The county limit is $832,750, so 25% is $208,187.50. Minus $45,000 in use leaves $163,187.50. Times four, that supports up to $652,750 with $0 down. A $700,000 home would need $11,812.50 down, which is 25% of the $47,250 above that figure.
100% rated veteran in Midwest City
Example: an honorably discharged veteran rated 100% permanent buys with $0 down and no funding fee, then files the homestead exemption with the Oklahoma County assessor. After it posts, the escrow review drops the tax line to near zero. Until then, we qualify on the full tax the county shows.
Guard member in Tulsa with a civilian job
Example: a Guard member works in Tulsa and drills monthly. We count the civilian salary and stable drill pay with history. If the Guard member was mobilized in the last two years, the gap in civilian pay can be explained with the orders. If the ratio runs high, we lean on residual income and manual underwriting.
