A Rhode Island VA loan is a home loan guaranteed by the U.S. Department of Veterans Affairs. With full entitlement it takes $0 down, has no monthly mortgage insurance, and has no VA minimum credit score. In Rhode Island, the town you pick can matter as much as the house. Rhode Island VA Loans: The Short Answer

Yes. Rhode Island veterans, active-duty members, and eligible Guard and Reserve members can buy with $0 down and no monthly mortgage insurance. VA sets no minimum credit score, and with full entitlement there is no VA loan limit. We lend to VA’s rules without adding our own score floor.

As of Q3 2026 (September 2026): VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. Above 41%, we take a closer look at your file. That closer look is not needed if the money left over each month after your bills is at least 20% above VA’s chart. Without that cushion, the loan can still be approved when a supervisor signs a note listing the strengths in your file. For a family of four on a loan of $80,000 or more in the Northeast region, the chart shows $1,025 a month (VA Pamphlet 26-7, Ch. 4). Entitlement is how much VA will back on your loan. With full entitlement, there is no VA loan limit. With partial entitlement, the county loan limit applies. The 2026 county loan limit (the conforming limit) is $832,750 in every Rhode Island county (VA.gov loan limits; FHFA 2026 limits). The funding fee is a one-time fee paid to VA. It is 2.15% on a first-use purchase with less than 5% down and 3.3% on later use with less than 5% down. It is 0.5% on an IRRRL (a VA streamline refinance). It is waived for veterans receiving VA disability compensation (VA.gov funding fee table, effective April 7, 2023).

What Is a Rhode Island VA Loan?

A Rhode Island VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Rhode Island are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.

Rhode Island VA Loan Rules and Veteran Tax Benefits

Rhode Island’s veteran exemptions live in Rhode Island General Laws Section 44-3-4. The statute sets a base and then lists town after town with its own number. Here is a sample of what the statute says.

Here is where most explanations go wrong. Websites quote one Rhode Island number as if it covers the state. It does not. The statute lets towns adopt higher amounts by ordinance, or give a tax credit instead. Two homes ten minutes apart can carry very different tax bills for the same veteran.

Who and where. You must be a legal resident of Rhode Island. The exemption goes on your residence. An unmarried surviving spouse keeps the benefit, and a later remarriage that ends by death, divorce or annulment does not cost it.

How to apply. You bring proof to your city or town assessor by the town’s deadline. Bring your DD-214 and your VA rating letter. Ask the assessor for the local amount, because that is what we will use.

Now the clarifier. The Rhode Island statute accepts veterans “honorably discharged” or discharged “under conditions other than dishonorable,” and it limits the basic exemption to listed service periods. What it does to your approval: we qualify you on the full payment with taxes in escrow. A bigger town exemption means a smaller tax line, a lower debt ratio, and more residual income. When a veteran is choosing between towns, we run each one.

One more point. Rhode Island towns set their own filing deadlines and forms for these exemptions. If you close late in the year, you may miss the current year and start the next. We budget with the tax you will actually pay until the exemption shows on the bill.

What a No-Overlay VA Lender Means in Rhode Island

An overlay is a lender rule added on top of VA’s. VA itself never set a minimum credit score, so any number you were quoted came from the lender. We lend to VA’s rules in Rhode Island, with no added score floor and no debt-to-income cap tighter than VA’s.

What we cannot change: the wait before you can refinance. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, adds its own wait for loans that go into those bonds (Ginnie Mae MBS Guide, Ch. 24). Anyone who says they waive those is not telling you the whole story.

Rhode Island Military Markets and the 2026 Loan Limit

Every Rhode Island county has the same 2026 limit, $832,750, per the FHFA 2026 file. With full entitlement, VA sets no cap. The limit matters when a prior VA loan is still open.

Naval Station Newport (Newport County)

Naval Station Newport is home to the Naval War College, Officer Training Command, Surface Warfare Officers School, and more. The Navy says the Navy is the largest single employer in Newport County and more than 10,000 people live, work, study or train there. Many are students on short orders. That makes the buy-or-rent question sharper than at most bases.

Buyers look in Middletown, Portsmouth, Newport and Tiverton. Across the bridges, Jamestown, North Kingstown and Bristol are common picks. Island homes run high and can sit in flood zones. Older homes are the norm.

Quonset Air National Guard Base (North Kingstown)

The Air Guard wing at Quonset draws members from North Kingstown, East Greenwich, Warwick and South Kingstown. Most are traditional Guard members with civilian jobs, which makes drill pay a common income piece.

Providence and Cranston

Veterans working in Providence often compare Cranston, Warwick, Johnston and East Providence. Here the town exemption matters a lot. The statute lists Cranston’s totally disabled veteran exemption at $250,000. A 100% rated veteran who can live in either town should compare tax bills before choosing.

Rhode Island is small, so a lot of veterans cross town lines to work. That makes the town choice, not the county limit, the big money lever here. The statute lets each town set its own veteran exemption, and tax rates differ town to town. Before you pick a neighborhood, we price the payment in each town on your list.

Newport County is also a strong rental market. That helps the buyer who may PCS again and wants to keep the home.

Rhode Island VA Loan Requirements

Where Rhode Island VA Buyers Lose Money

Conveyance tax. Rhode Island charges a realty conveyance tax of $3.75 per $500 of price. For 2026 a higher tier applies on residential value over $824,000, per the Division of Taxation advisory. Who pays is set by the contract, so read it.

Coastal flood and wind. Much of Newport County and the South County shore sits near the water. Flood insurance is required in a FEMA special flood hazard area. Wind deductibles on coastal policies can be large. Get quotes before your offer is final.

The new non-owner-occupied tax. From July 1, 2026, Rhode Island taxes homes the owner does not live in for 183 days or more at $2.50 per $500 of value over $1,000,000, per the Division of Taxation. A VA loan is for your home, so this usually does not hit you. It can hit you if you move out on PCS orders and keep a high-value Newport home as a rental that does not meet the exemptions. Plan that exit before you buy.

Town-by-town tax rates. Rhode Island towns set their own rates and revalue on a cycle. The seller’s bill is not your bill. We budget with the current rate, your new assessment, and your town exemption.

Condo and HOA fees. Newport and Providence have many condos. VA must approve the project. Fees count in your ratio and residual income.

PCS timing. Newport students often have orders of a year or less. Buying can still work if the home will cash-flow as a rental later. We walk through that math up front.

Rhode Island Property Types That Need Extra Care

VA’s minimum property requirements ask for safe, sound and sanitary housing. Rhode Island has a lot of old housing, and a few types come up often.

Historic homes in Newport and Bristol. Old wiring, old paint and old roofs get flagged. Pre-1978 homes with peeling paint need repair under VA rules.

Two- and three-family homes. Providence, Pawtucket and Newport have many. VA allows up to four units if you live in one. Rent from the others can help you qualify.

Cottages and seasonal homes. Some shore cottages were built for summer. The home needs a heat source that keeps it safe year-round to meet VA rules.

Cesspools, septic and wells. Parts of South County and the islands still use private systems. Expect testing and build time into your contract.

Condos. Check VA approval early. The VA appraisal can confirm value, but it cannot fix an unapproved project.

Flood elevation. Shore homes in flood zones may need an elevation certificate for the insurance quote. Get it early.

If repairs are needed, write them into the contract with a date. The home must meet VA’s basic safety and condition rules before VA backs the loan. Repairs can be done before closing, or the lender may hold money aside so the work is done after closing.

Many Providence homes also have shared driveways. VA wants legal access, so the title work should show it.

Common Rhode Island VA Scenarios We Structure

Example: an officer buys a Middletown home for the school year and plans to rent it after. We check that the rent will cover the payment later and that the next VA loan will still work. VA requires you to intend to live in the home when you buy.

100% rated veteran choosing between Cranston and Warwick

Example: the statute lists Cranston’s totally disabled exemption at $250,000 of value. At an example rate of $20 per $1,000, that is $5,000 a year, about $417 a month off the escrow. We would run both towns with the real local numbers. The veteran also pays no funding fee, because VA exempts veterans receiving disability compensation.

Yes. VA generally looks for 2 years after a Chapter 7 discharge, and a Chapter 13 can work after 12 months of on-time plan payments with trustee approval. The reason and your recovery matter more than the date alone.

Does VA allow a VA loan on a condo?

Yes, if the condo project is on VA’s approved list. If it is not, the project can often be submitted for approval. We check the project before you write an offer.

Can I refinance a VA loan later?

Yes. An IRRRL is VA’s streamline refinance of an existing VA loan, and a VA cash-out refinance can pull equity or replace a non-VA loan. Both carry seasoning rules set by VA and Ginnie Mae.
