With full entitlement, an eligible veteran or service member buys with $0 down, pays no monthly mortgage insurance, and faces no VA minimum credit score. Iowa VA Loans: The Short Answer

Yes. Iowa veterans, active-duty members, and eligible Guard and Reserve members can buy with $0 down and no monthly mortgage insurance. VA sets no minimum credit score, and with full entitlement there is no VA loan limit. We lend to VA’s rules without adding our own score floor.

As of Q3 2026 (September 2026): Entitlement is how much VA will back on your loan. Iowa buyers with full entitlement have no VA loan limit. With partial entitlement, the county loan limit is used. The 2026 county loan limit (the conforming limit) is $832,750 in every Iowa county (VA.gov loan limits; FHFA 2026 limits). VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. VA also has a guide for the money left over each month after your bills (VA calls this residual income). For a Midwest-region family of four on loans of $80,000 or more, the guide is $1,003 a month. It is 5% lower for active duty and military retirees. The guide is not an automatic yes or no (VA Pamphlet 26-7, Ch. 4). The funding fee is a one-time fee paid to VA. It runs 2.15% on first use with under 5% down and 3.3% on later use. Veterans receiving disability compensation pay none (VA.gov funding fee table, effective April 7, 2023).

What Is a Iowa VA Loan?

A Iowa VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Iowa are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.

Iowa VA Loan Rules and Veteran Tax Benefits

Iowa gives a veteran with the highest rating the strongest break a state can give: the whole property tax on the home. It is called the disabled veteran homestead tax credit. Here is where most explanations go wrong. They say every disabled Iowa veteran gets it. The full credit is only for the top ratings. Everyone else looks at the smaller military service exemption.

Per Iowa Code section 425.15, the credit is the entire amount of the tax levied on the homestead. You qualify with a permanent service-connected rating of 100%, or a permanent and total rating based on individual unemployability paid at the 100% rate. The U.S. Department of Veterans Affairs must certify the rating. Another path covers veterans who got a VA specially adapted housing grant.

The credit follows you. If you buy a different Iowa homestead, you can claim it on the new home as long as you still meet the rules. It also continues to a surviving spouse and children while the spouse stays unmarried.

The military service exemption in section 426A.11 is smaller. For assessment years starting January 1, 2023, it takes up to $4,000 of taxable value off for qualifying veterans. It has its own service-length rules.

How to apply. File with your city or county assessor. Bring your VA rating letter and your DD214.

The discharge standard is a state rule. Iowa’s veteran benefits point to the state’s own definition of veteran, and the military exemption asks for an honorable discharge. What it does to your approval. Property tax is part of the escrowed payment we qualify you on. When the full credit is on file, that tax line can drop to zero, which frees room in your debt ratio and residual income. Until the credit is approved on your new home, we qualify on the tax you will owe.

What a No-Overlay VA Lender Means in Iowa

An overlay is a lender rule added on top of VA’s. VA itself never set a minimum credit score, so any number you were quoted came from the lender. We lend to VA’s rules in Iowa, with no added score floor and no debt-to-income cap tighter than VA’s.

What we cannot change: the wait before you can refinance. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, adds its own wait for loans that go into those bonds (Ginnie Mae MBS Guide, Ch. 24). Anyone who says they waive those is not telling you the whole story.

Seller Concessions: The 4% Rule Most People Get Wrong

VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).

On a Iowa contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.

Iowa Military Markets: Camp Dodge, Sioux City, and the Quad Cities

Camp Dodge and the Des Moines metro

Iowa has no large active-duty base. It is a Guard state, and Camp Dodge in Johnston is the center of it. The Iowa National Guard’s headquarters and training sit there. Guard staff and technicians buy in Johnston, Grimes, Ankeny, Urbandale, and Waukee. The 132nd Wing flies out of the Des Moines airport, so south-side buyers look in Norwalk and Indianola. Des Moines is also home to a VA medical center.

Sioux City and the 185th Air Refueling Wing

The 185th Air Refueling Wing flies out of Sioux City. Buyers look in Sioux City, Sergeant Bluff, and Le Mars. Homes cost less than in Des Moines, and older two-story homes near downtown sit next to newer builds in Sergeant Bluff. Nebraska and South Dakota sit right across the rivers, so ask which state a listing is in. The tax rules follow the house.

Quad Cities and Rock Island Arsenal

Rock Island Arsenal sits in the Mississippi River in Illinois. Many workers buy on the Iowa side in Davenport, Bettendorf, and Le Claire. An Iowa home uses Iowa tax, Iowa title rules, and Iowa’s veteran credit. An Illinois home uses Illinois rules. Same commute, two different sets of numbers.

Iowa City and Cedar Rapids

Iowa City has a VA medical center and a university housing market. Cedar Rapids has more newer suburbs in Marion and Hiawatha. Guard members drill at armories and readiness centers across the state, so we see VA buyers in Ames, Waterloo, Dubuque, and Council Bluffs too. Council Bluffs buyers often work in Omaha, which puts Offutt Air Force Base in Nebraska within commuting range.

Every Iowa county sits at the 2026 conforming limit of $832,750, per the FHFA 2026 county file. That only matters if part of your entitlement is in use.

Iowa VA Loan Requirements

Where Iowa VA Buyers Lose Money

Title works differently here. Iowa runs a state title guaranty program. A participating abstractor updates and certifies the abstract of title, and a participating attorney gives a title opinion, per Iowa Code 16.91. Expect those steps and their fees. Build a few extra days into the contract.

Transfer tax. Iowa charges $0.80 for each $500 of value, with the first $500 exempt, per the Iowa Department of Revenue. On a $300,000 sale, that is $479.20. Custom and the contract decide who pays. The seller can also pay your closing costs. VA does not cap that. It also does not count toward VA’s 4% limit on seller concessions, which are extras the seller pays for you beyond normal closing costs.

Hail, wind, and roofs. Iowa sees severe storms. Many insurers use percent deductibles for wind and hail, and some pay older roofs at actual cash value. Get the quote early. The premium goes into escrow.

River flooding. Towns on the Mississippi, Cedar, and Des Moines rivers have flood zones. In a FEMA special flood hazard area, flood insurance is required and escrowed. Some homes just outside the zone still flood, so ask the seller about past water in the basement.

Court foreclosure. Iowa mortgages are foreclosed by action in court, per Iowa Code 654.1. If money gets tight, call your servicer early. VA servicers have loss mitigation tools.

Credit timing. A seller’s tax bill may show the full credit because the seller was a 100% veteran. That credit leaves with the seller. We qualify you on your own tax. The same goes for the military service exemption. Ask the county for the tax figure without the seller’s credits and exemptions, so your payment estimate is real.

Acreages, Wells, and VA Property Rules in Iowa

Iowa’s rural homes are the big property question. Acreages with a house, a machine shed, and a few outbuildings are common. VA can finance them when the home is the one you live in. VA has no limit on how many acres you can buy. VA does not make farm business loans, but a farm home you live in can qualify. The appraiser gives no value to crops, animals, or farm tools. Wells and septic are standard outside towns. VA needs safe water and a working system. Rural Iowa wells are often tested for bacteria and nitrates. Order the test early so a treatment system can go in before closing. The VA minimum property requirements also ask for reliable heat and a sound roof, which matter in an Iowa winter.

Older homes in Des Moines, Davenport, and Sioux City often have lead paint risk on pre-1978 homes, older wiring, and basement water. The appraiser flags what affects safety and soundness. Sellers usually fix those items. Ask for them in the contract so the repair cost is not a surprise.

Manufactured homes on a permanent foundation, titled as real property, can work. Condos in West Des Moines and Iowa City must be in a VA-approved project.

Common Iowa VA Scenarios We Structure

Guard technician at Camp Dodge

Example: A full-time Guard technician buys a $315,000 home in Grimes with $0 down. We use his technician pay and drill pay, with his history to show both continue. We run residual income against the Midwest table. His score is low from a medical collection. VA has no minimum score, and we add none. When the file needs it, we use manual underwriting.

100% P&T veteran moving to Ankeny

Example: A veteran rated 100% permanent and total buys a $380,000 home. After his credit is approved on the new homestead, the tax on the home is covered. For the approval, we use the tax he will owe until the credit is in place. VA also waives the funding fee for veterans receiving compensation for a service-connected disability.

Example: A veteran kept a Texas rental with a $220,000 VA loan. Entitlement in use: 25% x $220,000 = $55,000. Iowa’s 2026 limit is $832,750, and 25% of that is $208,187.50. Remaining: $153,187.50. That supports a $0 down loan up to $612,750. On a $650,000 home in Waukee, the down payment is 25% x $37,250 = $9,312.50.

Iowa VA Loan Myths, Corrected

❌ Myth: “Every disabled veteran in Iowa pays no property tax.”

✅ Fact: The full disabled veteran homestead credit under Iowa Code 425.15 is for a permanent 100% service-connected rating or P&T through individual unemployability at the 100% rate. Other qualifying veterans may use the smaller military service exemption, which is $4,000 of taxable value from 2023.

❌ Myth: “Iowa title works like every other state, so closing will be quick.”

✅ Fact: Iowa uses a state title guaranty program with an abstract update and an attorney title opinion. Plan a few extra days in the contract.

❌ Myth: “My debt-to-income is over 41%, so I am out.”

✅ Fact: 41% is a check point, not a limit. Above it, your file gets a closer look. That step is skipped if your money left over each month is at least 20% above VA’s chart. If not, a supervisor can still approve the loan with a signed note listing your strengths.

❌ Myth: “There is a VA loan limit in my county.”

✅ Fact: With full entitlement there is no VA limit. The county limit only matters with partial entitlement.

Do 100% disabled veterans pay property taxes in Iowa?

Not on the homestead, if they qualify. Iowa’s disabled veteran homestead tax credit covers the entire tax on the home for a veteran with a permanent 100% service-connected rating or a permanent and total rating through individual unemployability paid at 100%. The VA must certify the rating.

What is the Iowa military service property tax exemption?

It takes up to $4,000 of taxable value off a qualifying veteran’s property for assessment years starting in 2023. It is for honorably discharged veterans who meet the service rules in Iowa Code 426A.11. It is smaller than the full disabled veteran credit, which covers the entire tax.

Does the Iowa disabled veteran credit transfer to a new home?

Yes. If you buy a different Iowa homestead, you can claim the credit on the new home as long as you still meet the rules. You will need to file for it on the new home. We qualify you on the tax you owe until it is approved there.

Yes. VA has no limit on how many acres you can buy. The home must be the one you live in. A farm home can qualify, but VA does not make farm business loans. The loan pays only for the home’s value as a place to live. A well needs proof the water is safe, and the septic system needs to work. Outbuildings are fine. Do I need a down payment for a VA loan in Iowa?

Usually not, with full entitlement (your full VA benefit). You can buy an Iowa home with $0 down at the price your income supports, if it appraises at or above that price. If it appraises lower, you pay the gap in cash from your own money. If part of your benefit is tied up, many lenders cap $0 down at four times what VA can still back. That cap is below the county limit. Above the cap, a lender may ask for money down.

What is residual income on a VA loan?

Residual income is the money left each month after the house payment, taxes, insurance, debts, and a maintenance estimate. VA compares it to a table by region and family size. It is the number that decides most tough files.

Can I get a VA loan after bankruptcy?

Yes. VA generally looks for 2 years after a Chapter 7 discharge, and a Chapter 13 can work after 12 months of on-time plan payments with trustee approval. The reason and your recovery matter more than the date alone.

Does VA allow a VA loan on a condo?

Yes, if the condo project is on VA’s approved list. If it is not, the project can often be submitted for approval. We check the project before you write an offer.

Can I refinance a VA loan later?

Yes. An IRRRL is VA’s streamline refinance of an existing VA loan, and a VA cash-out refinance can pull equity or replace a non-VA loan. Both carry seasoning rules set by VA and Ginnie Mae.
