Maine VA Loans: The Short Answer

Yes. Maine veterans, active-duty members, and eligible Guard and Reserve members can buy with $0 down and no monthly mortgage insurance. VA sets no minimum credit score, and with full entitlement there is no VA loan limit. We lend to VA’s rules without adding our own score floor.

As of Q3 2026 (September 2026): VA has a chart for the money left over each month after your bills (VA calls this residual income). For a family of four in the Northeast region on loans of $80,000 or more, it shows $1,025 a month. VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. Above 41%, we take a closer look at your file. That closer look is not needed if the money left over is at least 20% above VA’s chart. Without that cushion, the loan can still be approved when a supervisor signs a note listing the strengths in your file (VA Pamphlet 26-7, Ch. 4). VA has no minimum credit score (VA Pamphlet 26-7, Ch. 4). The 2026 county loan limit (the conforming limit) is $832,750 in every Maine county. Entitlement is how much VA will back on your loan. Full entitlement removes the VA loan limit (VA.gov loan limits; FHFA 2026 limits). The funding fee is a one-time fee paid to VA. It is 2.15% on first use with less than 5% down and 3.3% after first use with less than 5% down. It is 0.5% on an IRRRL (a VA streamline refinance). It is $0 with VA disability compensation (VA.gov funding fee table, effective April 7, 2023).

What Is a Maine VA Loan?

A Maine VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Maine are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.

Maine VA Loan Rules and Veteran Tax Benefits

Maine gives veterans two property tax breaks that stack: the veteran exemption and the homestead exemption. Here is where most explanations go wrong. They call Maine’s veteran benefit a full exemption for disabled veterans. It is not. It is a fixed slice of value set by statute, not by your rating percentage.

Per Title 36, section 653, a Maine resident veteran who served in a recognized war period can exempt up to $6,000 of just value on the home. You must be 62 or older, or receiving a disability pension or compensation from the federal government. A veteran with a total service-connected disability also qualifies. The assessor adjusts the $6,000 by the town’s certified ratio, so the real number moves a little by town.

The bigger piece is for veterans who got a VA specially adapted housing grant. Section 653 exempts up to $50,000 of just value for a veteran who meets the 38 U.S.C. section 2101 rules, the grant most often tied to paraplegia and similar losses. An unremarried surviving spouse or minor child can claim up to $6,000.

Then add the homestead exemption. Under section 683, a permanent Maine resident who has owned a Maine homestead for the prior 12 months gets $25,000 of just value exempt ($10,000 plus $15,000 added from April 1, 2020). Note the 12 months. A buyer moving in from out of state waits a year for it.

How to apply. File with your town or city assessor. Section 653 says the application is due on or before April 1 of the first year you ask for it. Bring your VA award letter and discharge papers.

The service rule is a state rule. Section 653 asks for service ending under other than dishonorable conditions, plus war-period or medal service. That standard decides the tax break only. Why this matters for the loan. Property tax is part of the escrowed payment we qualify you on. A smaller tax line leaves more room in your debt ratio and more residual income. We use the tax you will actually pay after closing, not the seller’s bill.

What a No-Overlay VA Lender Means in Maine

An overlay is a lender rule added on top of VA’s. VA itself never set a minimum credit score, so any number you were quoted came from the lender. We lend to VA’s rules in Maine, with no added score floor and no debt-to-income cap tighter than VA’s.

What we cannot change: the wait before you can refinance. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, adds its own wait for loans that go into those bonds (Ginnie Mae MBS Guide, Ch. 24). Anyone who says they waive those is not telling you the whole story.

Maine VA Funding Fee and Closing Costs

The funding fee is VA’s one-time charge on the loan. It can be added to the loan. Maine buyers who get VA disability pay do not pay it. If your disability claim is still open when you close, you pay the fee. If VA later grants disability pay that starts before your closing date, you can ask VA for a refund. On active duty with a claim before discharge? If VA has not rated it before you close, there is no refund.

Maine Military Markets: Kittery, Bath, Bangor, and Augusta

Portsmouth Naval Shipyard and York County

The shipyard sits in Kittery, Maine, not Portsmouth, New Hampshire. Per NAVSEA, it overhauls and modernizes the Navy’s nuclear attack submarines, the Los Angeles and Virginia classes. Sailors and civilian workers live on both sides of the Piscataqua. Kittery, Eliot, York, and South Berwick are the Maine side. Here is the catch. The New Hampshire side in Rockingham and Strafford counties has a 2026 conforming limit of $962,550. York County, Maine, sits at the $832,750 baseline, per the FHFA 2026 county file. Same commute, different limit. That only matters if you have used entitlement.

Bath and the Midcoast

Bath builds Navy destroyers, and the Navy staff that oversees that work lives nearby. Brunswick, Topsham, Bath, and Wiscasset have older capes and farmhouses, plus newer homes on the old Brunswick base land. Many homes here are 80 to 150 years old. Budget time for inspection items the VA appraiser may call out.

Bangor and the 101st Air Refueling Wing

Bangor hosts the Maine Air National Guard’s 101st Air Refueling Wing. Guard members often buy in Hampden, Brewer, Orono, and Hermon. Prices run lower than southern Maine, so a Guard paycheck plus civilian income goes further here. Many homes are on wells and septic once you leave town. Winter roads matter for a drill weekend commute, so ask how the road is plowed before you fall for a house on a back road.

Portland, Augusta, and Togus

Greater Portland has the most condos and the tightest supply in the state. Augusta is the state capital and sits near the Togus VA Medical Center, so many retirees with a VA rating look in Kennebec County. Lewiston and Auburn offer lower prices within a short drive of both cities. Every Maine county uses the same $832,750 limit in 2026, so the limit only changes your math if part of your entitlement is still tied up in another VA loan.

Who Qualifies for a Maine VA Loan

Where Maine VA Buyers Lose Money

Transfer tax you pay half of. Maine charges $2.20 per $500 of value, split half to the seller and half to the buyer, per Maine Revenue Services. On sales over $1 million, an extra $3.80 per $500 applies above $1 million for transfers on or after November 1, 2025. VA lets the seller pay closing costs, and seller concessions can cover some items. Read our seller concessions guide before you write the offer.

Heating cost is a budget line, not a footnote. Many Maine homes heat with oil or propane. We count utilities in residual income. A drafty 1880s farmhouse costs more to heat than a 2010 ranch. Ask the seller for last winter’s fuel bills before you commit.

Reassessment after the sale. Maine towns set their own revaluation schedules. A seller who owned 20 years may have a low assessment and the homestead exemption. You will not get the homestead exemption until you have owned a Maine homestead for 12 months. We qualify you on the full tax without it.

Coastal flood and ice dams. Coastal homes in York, Cumberland, and Hancock counties can sit in FEMA flood zones. If the home is in a special flood hazard area, flood insurance goes into escrow. Ice dams and roof leaks drive many winter insurance claims, so check the roof age early.

Foreclosure runs through the courts. Maine uses judicial foreclosure. Owners of one to four unit homes can ask for mediation through the Foreclosure Diversion Program, per the Maine Judicial Branch. That is a slow process, which is one reason lenders look closely at the file up front.

Old Houses, Cold Winters, and VA Property Rules in Maine

Maine is a cold-climate state. VA’s heat rule is short. The heat must be built into the home. It must keep the rooms with water pipes at 50 degrees or warmer. VA’s handbook does not mention wood stoves. A built-in furnace, boiler, or heat pump is the safe answer. In a vacant home, the power and water do not have to be on for the appraisal. The appraiser does not test the heat or plumbing but still lists repairs that are easy to see. Get your own home inspection to learn if the systems work.

Roofs matter too. Heavy snow and ice dams shorten roof life. The VA appraiser looks for a roof that keeps water out with some life left. A roof with active leaks or missing shingles gets a repair condition.

Wells and septic are standard outside the service centers. VA needs safe water and a working system that meets local health rules. Order the water test early. Many Maine wells need a treatment system for common minerals. Our VA appraisal guide explains the order of events.

Rural land is common. VA can finance a home on acreage, and VA has no acre limit. VA does not make farm business loans, but a farm home you live in can qualify. Camps on seasonal roads are harder. The home needs year-round access and must be your main home.

Condos in Portland and Old Orchard Beach need to be in a VA-approved project. If the project is not on the list, ask us early. Approval can take time.

Example: A Navy petty officer with full entitlement likes homes in Kittery and in Portsmouth. With full entitlement, there is no VA loan limit on either side. We run both payments. Example: A veteran kept a rental with a $200,000 VA loan still open. Entitlement tied up: 25% x $200,000 = $50,000. Maine’s 2026 limit is $832,750, and 25% of that is $208,187.50. Remaining entitlement: $208,187.50 – $50,000 = $158,187.50. That covers a $0 down loan up to $632,750. On a $700,000 home, the down payment is 25% x $67,250 = $16,812.50.

The homestead exemption comes after 12 months of ownership. We qualify her on the full first-year tax. VA also waives the funding fee for veterans receiving compensation for a service-connected disability.

Example: A 101st Air Refueling Wing member works full time and drills. His score is low from an old medical collection. VA has no minimum score and we add none. Can a spouse satisfy VA occupancy while I am deployed?

Yes. A spouse can meet the occupancy requirement when the service member is deployed or on orders. VA expects occupancy within a reasonable time, usually 60 days.
