New Jersey has two veteran property tax benefits. One is $250 a year. The other wipes out the property tax bill. Mixing them up changes your budget by thousands.

A New Jersey VA loan is a home loan guaranteed by the U.S. Department of Veterans Affairs that lets an eligible veteran or service member buy with $0 down when they have full entitlement, with no monthly mortgage insurance and no VA minimum credit score. New Jersey VA Loans: The Short Answer

A New Jersey VA loan is a VA-guaranteed mortgage with no down payment on full entitlement, no monthly mortgage insurance, and no VA minimum credit score. The files that get stuck are usually stuck on lender rules, not VA rules. We underwrite to VA’s rules.

As of Q3 2026 (September 2026): New Jersey buyers with full entitlement (your full VA home loan benefit) have no VA loan limit. County loan limits matter only if part of your benefit is still tied to another VA loan. The 2026 county loan limit in New Jersey is $832,750 in most counties and higher in 12 northern and central counties (VA.gov loan limits; FHFA 2026 limits). VA sets no minimum score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a guide for how much of your monthly income goes to debt payments (your debt-to-income ratio). VA’s guide for money left over each month after your bills (VA calls this residual income) is $1,025 for a Northeast family of four on loans of $80,000 or more. It is 5% lower if you are active duty or retired from the service. VA calls this chart a guide, so it does not say yes or no on its own (VA Pamphlet 26-7, Ch. 4). With under 5% down, the funding fee is 2.15% on first use and 3.3% on later use. Veterans who get VA disability pay owe no fee (VA.gov funding fee table, effective April 7, 2023).

What Is a New Jersey VA Loan?

A New Jersey VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in New Jersey are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.

New Jersey VA Loan Rules and Veteran Tax Benefits

New Jersey property taxes are high, so the veteran benefits matter here more than almost anywhere. There are two. Here is where most explanations go wrong. They blend them into one. They are very different.

Surviving spouses, civil union partners, and domestic partners who have not remarried or formed a new partnership can qualify for the exemption when the veteran met the rules. One point we have to make clear. The honorable discharge rule is a New Jersey rule for these tax benefits only. VA home loan eligibility uses a different test: service that is other than dishonorable and a Certificate of Eligibility. Our VA loans FAQ shows how to get your COE.

Why it matters to your approval. We qualify you on the full payment, with property tax in escrow. In New Jersey, the tax line is often one of the biggest parts of the payment. A 100% P&T exemption removes most of it. That opens up debt-to-income room and residual income. The $250 deduction helps, but only a little. New Jersey sits in VA’s Northeast region for residual income.

Retirees get one more break. Per the Division of Taxation’s military tax page, New Jersey does not tax U.S. military pension and survivor benefit payments. Federal civil service pensions are taxable, even when based on military service.

What a No-Overlay VA Lender Means in New Jersey

An overlay is a lender rule added on top of VA’s. VA itself never set a minimum credit score, so any number you were quoted came from the lender. We lend to VA’s rules in New Jersey, with no added score floor and no debt-to-income cap tighter than VA’s.

What we cannot change: the wait before you can refinance. VA sets this waiting period for a VA IRRRL (a refinance to a lower rate) and for a VA cash-out that pays off a VA loan. Ginnie Mae, the agency that backs the bonds VA loans are sold into, adds its own wait for loans that go into those bonds (Ginnie Mae MBS Guide, Ch. 24). Anyone who says they waive those is not telling you the whole story.

The funding fee is VA’s one-time charge on the loan. It can be financed. New Jersey buyers who receive VA disability compensation pay none, and a rating granted after closing can trigger a refund.

Seller Concessions: The 4% Rule Most People Get Wrong

VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).

On a New Jersey contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.

New Jersey VA Markets and 2026 County Limits

Per the Federal Housing Finance Agency’s 2026 county list, 12 New Jersey counties are at $1,249,125: Bergen, Essex, Hudson, Hunterdon, Middlesex, Monmouth, Morris, Ocean, Passaic, Somerset, Sussex, and Union. The other nine, including Burlington, Atlantic, and Cape May, are at $832,750. With full entitlement (your full VA home loan benefit), VA has no loan limit. The county limit only matters when part of your benefit is tied up.

Joint Base McGuire-Dix-Lakehurst

The joint base spans two counties with two different 2026 county loan limits. The McGuire and Dix side sits in Burlington County, where families look at Wrightstown, Browns Mills, Pemberton, Mount Holly, and Bordentown. Burlington is at $832,750. The Lakehurst side sits in Ocean County, near Manchester, Jackson, and Toms River. Ocean is at $1,249,125. Same base, but the math for a second VA loan changes with the county. Burlington has more older ranch homes and farmland toward the Pinelands. Ocean has more newer subdivisions and 55-plus communities. Its drive to the Lakehurst gate runs along Route 70 and Route 571.

Picatinny Arsenal

Picatinny sits in Morris County, with many civilian engineers and contractors on post. Rockaway, Dover, Jefferson, and Mount Olive are close. Some workers live in Sussex County for more land and lower prices, and accept a longer drive on Route 15. If you have your full VA home loan benefit, VA does not cap your loan at the Morris or Sussex county limit. The county limit only matters if part of your benefit is still tied up in another VA loan.

Naval Weapons Station Earle

Earle is in Colts Neck, Monmouth County, with its pier out in Sandy Hook Bay. Families look at Freehold, Howell, Middletown, and Tinton Falls. Monmouth’s 2026 county limit is $1,249,125. Prices run high, so many junior sailors look south into Ocean County.

Cape May and Atlantic City

Coast Guard Training Center Cape May and the 177th Fighter Wing at Atlantic City Air National Guard Base anchor South Jersey. Towns like Cape May Court House, Rio Grande, and Egg Harbor Township cost less than North Jersey. Cape May and Atlantic counties are at $832,750.

Who Qualifies for a New Jersey VA Loan

Where New Jersey VA Buyers Lose Money

Property tax. New Jersey tax bills are large, and they drive the payment. We qualify you on the actual bill for the home, not a guess. If you expect the 100% exemption, file early, and we will show you the payment both ways until it posts.

Transfer fees. Per the Division of Taxation, the seller pays the Realty Transfer Fee. On sales over $1 million, the seller also pays a graduated percent fee, from 1% up to 3.5%, for transfers on or after July 10, 2025. The old 1% buyer fee people called the mansion tax applies only to deeds submitted before that date. Contracts can shift costs, so read yours. Coastal flood. Ocean, Monmouth, Atlantic, and Cape May have low coastal and bayfront areas. VA requires flood insurance when the home is in a FEMA special flood hazard area. That premium goes in escrow and can change the payment a lot. Get an insurance quote before you make an offer.

Foreclosure takes the long road. Per the New Jersey Courts, New Jersey is a judicial foreclosure state. Free mediation is available, and you can ask for it within 30 days of a Notice of Intent to Foreclose. A slow process still ends at a sheriff sale. Buy the payment your residual income supports, and call us early if a PCS or job loss makes the payment hard. VA also has tools to help borrowers who fall behind.

New Jersey Property Types and VA Minimum Property Requirements

Condos and townhomes are common near Toms River, Freehold, and the Hudson waterfront. A condo needs to be in a VA-approved project. If it is not, ask us before you write an offer. A lender can ask VA to approve the project by sending in the condo’s legal papers. That takes time, and some older projects have never been sent to VA.

Older homes in North Jersey towns and near Fort Dix can have peeling paint, old oil heat, and aging roofs. The VA appraiser flags items that affect safety, soundness, or sanitation. The seller usually fixes these before closing. An old buried oil tank is a common New Jersey question, so ask the seller early.

Winter matters in New Jersey. VA’s minimum property requirements call for heat that keeps the home livable and a roof with life left in it.

Sussex, Hunterdon, and Burlington’s Pine Barrens area have wells and septic systems. VA requires a safe water supply and a working sewage system that meet local health rules. Order water and septic testing early.

Two- to four-unit homes are common in older cities like Newark, Jersey City, and Trenton. A VA loan can finance one when you live in one unit. Shore homes that you will not live in full time do not qualify for VA financing.

Common New Jersey VA Scenarios We Structure

Example: A technical sergeant still has a $200,000 VA loan on a home from a past tour. That ties up $50,000 of entitlement (25%).

  • Burlington: $832,750 x 25% = $208,187.50. Minus $50,000 = $158,187.50. x 4 = $632,750 with no down payment
  • Ocean: $1,249,125 x 25% = $312,281.25. Minus $50,000 = $262,281.25. x 4 = $1,049,125 with no down payment

100% P&T veteran working at Picatinny

Example: A veteran rated 100% permanent and total works as a civilian at Picatinny and buys in Rockaway. He files Form D.V.S.S.E. with the local assessor after closing. He is exempt from the VA funding fee because he receives VA compensation. Once the exemption posts, his escrow drops sharply. Until then, we qualify him on the full Morris County tax bill.

Example: A 177th Fighter Wing member was called to active duty and honorably released. She has a 50% rating. She qualifies for the $250 deduction with Form V.S.S., not the full exemption. She is exempt from the funding fee. We qualify her on civilian pay plus drill pay with a history. Her VA compensation counts as income too.

Retiree who works in New York

Example: A retired Army sergeant major takes a job in Manhattan and buys in Bergen County. His military pension is not taxed by New Jersey. We lend on the New Jersey home. Where he works does not matter. Where the house sits does.

What is residual income on a VA loan?

Residual income is the money left each month after the house payment, taxes, insurance, debts, and a maintenance estimate. VA compares it to a table by region and family size. It is the number that decides most tough files.

Can I get a VA loan after bankruptcy?

Yes. VA generally looks for 2 years after a Chapter 7 discharge, and a Chapter 13 can work after 12 months of on-time plan payments with trustee approval. The reason and your recovery matter more than the date alone.

Does VA allow a VA loan on a condo?

Yes, if the condo project is on VA’s approved list. If it is not, the project can often be submitted for approval. We check the project before you write an offer.

Can I refinance a VA loan later?

Yes. An IRRRL is VA’s streamline refinance of an existing VA loan, and a VA cash-out refinance can pull equity or replace a non-VA loan. Both carry seasoning rules set by VA and Ginnie Mae.
