An Oregon VA loan is a VA-guaranteed home loan that lets an eligible veteran, Guard member, or reservist buy with $0 down when they have full entitlement, with no monthly mortgage insurance and no VA minimum credit score. Oregon has no large active-duty base, so most of our Oregon VA loans go to veterans in Portland, Salem, Eugene, and Bend, and to Air Guard members at Kingsley Field and Portland. Oregon VA Loans: The Short Answer
Yes. Oregon veterans, active-duty members, and eligible Guard and Reserve members can buy with $0 down and no monthly mortgage insurance. VA sets no minimum credit score, and with full entitlement there is no VA loan limit. We lend to VA’s rules without adding our own score floor.
As of Q3 2026 (September 2026): Entitlement is how much VA will back on your loan. Oregon buyers with full entitlement have no VA loan limit. With partial entitlement, the county loan limit is used. The 2026 county loan limit (the conforming limit) is $832,750 in every Oregon county (VA.gov loan limits; FHFA 2026 limits). VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. VA also has a guide for the money left over each month after your bills (VA calls this residual income). For a West-region family of four on loans of $80,000 or more, the guide is $1,117 a month. It is 5% lower for active duty and military retirees. The guide is not an automatic yes or no (VA Pamphlet 26-7, Ch. 4). The funding fee is a one-time fee paid to VA. It runs 2.15% on first use with under 5% down and 3.3% on later use. What Is a Oregon VA Loan?
A Oregon VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Oregon are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.
Oregon VA Loan Rules and Veteran Tax Benefits
Oregon gives disabled veterans a property tax exemption on part of their home’s assessed value. It is a fixed dollar amount that grows each year, not a full exemption. Here is where most explanations go wrong. They quote one old number. The Oregon Department of Revenue publication 150-310-676 (revised November 2025) says the amount increases by 3 percent each year, so any figure has a date on it.

Who qualifies. A veteran certified by VA or a branch of the armed forces as having disabilities of 40% or more. A licensed physician can certify instead, but then you file every year. The higher amount goes to veterans whose 40% or more is service-connected. The rules live in ORS 307.250 to 307.283.
The home. You must own and live on the property as your homestead. A vacation, travel, or a hospital stay does not break that. A rental does not qualify.
How to apply. File claim form 150-303-086 with your county assessor on or before April 1 before the tax year. You do not refile each year unless a physician certified your disability. The DOR exemptions page links both documents.
For the tax exemption, Oregon requires that the veteran was discharged or released under honorable conditions. That test is a STATE rule for the tax break. VA loan rules are separate. For most Veterans, VA needs a discharge that is not dishonorable, plus a Certificate of Eligibility (VA’s record of your benefit). But if you qualify only through 6 years in the Guard or Reserve, VA also needs an honorable discharge. A general discharge does not count on that path. See our VA loans FAQ.
What it does to your approval. The exemption comes off assessed value, so it trims the tax line in your payment. A lower payment gives you more room in your debt-to-income ratio and your residual income. We use the tax figure we can document, and your escrow adjusts once the county applies the exemption.
Why Oregon VA Files Land Here
A Oregon VA file usually comes to us after a no somewhere else. Most of the time the no came from a lender rule, not VA. We underwrite to VA Pamphlet 26-7 and 38 CFR only, and we manually underwrite files the software will not approve.
The wait before you can refinance is a VA rule too. It covers a VA IRRRL (a refinance to a lower rate) and a VA cash-out that pays off a VA loan. VA loans are also sold into bonds backed by Ginnie Mae. For loans in those bonds, Ginnie Mae adds its own wait (Ginnie Mae MBS Guide, Ch. 24). We flag these early so they never surprise you at closing.

Seller Concessions: The 4% Rule Most People Get Wrong
VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).
On a Oregon contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.
Where Oregon VA Buyers Live: Guard Bases, VA Hospitals, and the Valley
Portland metro and Portland Air National Guard Base
The 142nd Wing flies out of Portland Air National Guard Base at Portland International Airport in Multnomah County. The Portland VA Medical Center is on Marquam Hill. Guard members and veterans spread out across Gresham, Beaverton, Hillsboro, and Happy Valley, and many cross into Clark County in Washington. Condos are common here, so VA condo approval comes up often. Buyers who work downtown weigh MAX light rail access against the lower prices out east in Gresham and Troutdale.
Kingsley Field and Klamath Falls
Kingsley Field is home to the 173rd Fighter Wing, which trains F-15 pilots. It sits at the Klamath Falls airport in Klamath County. Full-time Guard staff and technicians buy in Klamath Falls and the Basin. Prices sit well below the valley, and many homes are older, with wood stoves and rural lots. Winter here is cold and dry, so heat and insulation matter more than in Portland. Full-time Guard jobs are steady, which helps an underwriter see stable income.
Salem, Eugene, and the Willamette Valley
Salem holds the state capitol and Oregon Military Department offices. Eugene and Springfield draw veterans for school and jobs. The valley has a mix of older ranch homes and new subdivisions along I-5. Newer builds often come with builder credits. Those credits must fit VA’s concession rules.
Bend, Medford, and Roseburg
Bend in Deschutes County draws retirees. Medford and White City sit near the VA Southern Oregon Rehabilitation Center, and Roseburg has its own VA medical center. Veterans who want to live near their care often pick these towns.
When the county loan limit matters
The FHFA 2026 one-unit limit is $832,750 in every Oregon county, from Multnomah to Klamath to Deschutes. With full entitlement (your full VA home loan benefit), VA sets no cap. The limit sets how much you can borrow with $0 down only if part of your benefit is still tied up. That means a VA loan still open, or entitlement that was not restored.

What Can Cost an Oregon VA Buyer Money
Your tax bill is based on assessed value, not price. Oregon’s Blue Book explains that Measure 50 caps growth in assessed value at 3% a year until it reaches real market value. Measure 5 separately limits tax rates per $1,000 of real market value. So two homes at the same price can have very different tax bills. We read the actual tax statement, not a rate guess.
Local option levies and bonds. The Blue Book notes that a property’s rate is the sum of its local taxing districts. A new school bond or levy can raise your bill after you close. Look at what is on the ballot in the district. A bond that passes can show up on your next bill.
Wildfire and insurance. Southern and central Oregon, the Cascades foothills, and parts of the Rogue Valley have seen large fires. Insurers may raise rates or decline some homes. Get an insurance quote during your inspection period.
Earthquake coverage. A standard homeowners policy does not cover earthquake damage. Western Oregon sits near the Cascadia fault. Earthquake coverage is optional and not required for a VA loan, but price it before you commit. Some insurers ask whether an older home is bolted to its foundation.
Condo and HOA costs. Portland condos need VA approval, and dues count in your debt-to-income ratio. High dues can cost you more buying power than the price. A special assessment for siding or a roof can land after you move in, so read the HOA minutes and reserve study.
Oregon Homes That Need Extra Care on a VA Loan
Oregon’s wet west side and dry east side create different problems for a VA minimum property requirements review.
Moss, rot, and crawlspaces. West of the Cascades, roofs grow moss, and crawlspaces hold water. The VA appraiser looks for a roof with remaining life and no active leaks, and for damp or rotted framing. Clean the roof before the appraisal if you can.
Wood stoves and heat. VA’s heat rule is short. The heat must be built into the home and keep rooms with water pipes at 50 degrees or warmer. Many older homes in Klamath Falls and the Coast Range rely on a wood stove. VA’s handbook does not mention wood stoves, so we check early how the home is heated.
Wells and septic. Rural homes in the valley and central Oregon often use private wells. If the home has its own well, VA needs proof the water is safe. Budget time for it. Septic systems in Oregon often need a county permit record, so ask the seller for it early.
Condos. A condo must be on VA’s approved list or go through approval. Many Portland buildings are not approved yet. Check before you write an offer. Approval for a new project can take weeks.

Common Oregon VA Scenarios We Structure
Air Guard technician at Kingsley Field
Example: a full-time Guard technician with 7 years in the 173rd Fighter Wing buys in Klamath Falls. Her Guard service gives her VA eligibility, which we confirm on the Certificate of Eligibility. We use her technician pay and drill pay when both have a documented history.
Retiree with a 60% rating moving to Bend
Example: a retired Army sergeant with a 60% service-connected rating buys in Deschutes County. He is exempt from the VA funding fee because he receives disability compensation. He files form 150-303-086 by April 1 to claim the $32,512 service-connected exemption listed in the DOR publication. We qualify him on today’s tax figure. His escrow drops later, which lowers the payment he actually makes. His full entitlement is back because he sold his last home and paid off that VA loan.
Second VA loan after renting out a home in Eugene
Example: remaining entitlement in Lane County
- First VA loan kept as rental: $320,000, entitlement charged $80,000
- 25% of $832,750 = $208,187.50
- $208,187.50 − $80,000 = $128,187.50 remaining
- Max loan with $0 down: $128,187.50 × 4 = $512,750
Above $512,750, the down payment is usually 25% of the difference. Rent from the first home cannot count as extra income. It can cancel out that home’s payment. VA does not require a lease or a rental history for that. With no lease, we look for a very strong rental market.
Veteran turned down for a thin file in Portland
Example: a Veteran with a 580 score was turned down by a bank that adds a 620 minimum score. VA has no minimum score. We look at her last 12 months of payments and the money she has left over each month after her bills. If the computer review rates her file Refer, a person reviews it by hand. The seller can pay her normal closing costs and normal points (a fee paid up front to get a lower rate) outside VA’s 4% limit. Only seller extras, like a debt payoff, count toward the 4%.
