New Hampshire VA Loans: The Short Answer

The short version for New Hampshire: $0 down with full entitlement, no monthly mortgage insurance, and no credit score floor from VA. Residual income, not a score, is what carries a VA approval. We do not stack extra lender rules on top.

As of Q3 2026 (September 2026): VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4; 38 CFR 36.4340). VA uses 41% as a check point, not a limit, for how much of your monthly income goes to debt payments (your debt-to-income ratio). Above 41%, we take a closer look at your file. That closer look is not needed if the money left over each month after your bills (VA calls this residual income) is at least 20% above VA’s chart. If it is not, your loan can still be approved when a supervisor signs a note that lists the strengths in your file. For a family of four in the Northeast on a loan of $80,000 or more, the chart is $1,025 a month (VA Pamphlet 26-7, Ch. 4). With full entitlement (your full VA home loan benefit), there is no VA loan limit. With partial entitlement, the county limit applies. The 2026 county loan limit in New Hampshire is $832,750 in most counties, up to $962,550 in Rockingham and Strafford counties (VA.gov loan limits; FHFA 2026 limits). The funding fee (a one-time VA fee) is 2.15% on a first-use purchase with less than 5% down. It is 3.3% on later use with less than 5% down, and 0.5% on an IRRRL (VA’s refinance to lower your rate). It is waived if you get VA disability compensation (VA.gov funding fee table, effective April 7, 2023).

What Is a New Hampshire VA Loan?

A New Hampshire VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in New Hampshire are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.

New Hampshire VA Loan Rules and Veteran Tax Benefits

New Hampshire gives veterans tax credits, not just exemptions. A credit comes off the tax bill dollar for dollar. That makes it easy to plug into your payment. Three statutes matter most.

Home rule. The disability credit applies to the home you live in as your principal place of abode. The full exemption in RSA 72:36-a covers a specially adapted homestead, or one bought with money from selling such a home. Surviving spouses can qualify under both disability statutes.

How to apply. File with your town’s selectmen or assessors by April 15 before the tax rate is set, on the state-approved form, per RSA 72:33. You do not refile every year. If you move to a new home, you file an amended application.

Here is where most explanations go wrong. They quote $750 or $5,000 as if every town pays it. Those are the top of the local option range. The standard amounts are $50 and $700 unless your town voted more. Ask the town office what it adopted.

Now the clarifier. New Hampshire requires an honorable discharge, or an officer honorably separated, for these credits. That is a state rule for the tax benefit only. What it does to your approval: we qualify on the escrowed payment. A credit lowers the tax line, which lowers your ratio and raises residual income. New Hampshire repealed its interest and dividends tax for periods starting in 2025, per the Department of Revenue Administration, so your income side stays simple.

Why New Hampshire VA Files Land Here

A New Hampshire VA file usually comes to us after a no somewhere else. Most of the time the no came from a lender rule, not VA. We underwrite to VA Pamphlet 26-7 and 38 CFR only, and we manually underwrite files the software will not approve.

The wait before you can refinance is a VA rule too. It covers a VA IRRRL (a refinance to a lower rate) and a VA cash-out that pays off a VA loan. VA loans are also sold into bonds backed by Ginnie Mae. For loans in those bonds, Ginnie Mae adds its own wait (Ginnie Mae MBS Guide, Ch. 24). Seller Concessions: The 4% Rule Most People Get Wrong

VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).

On a New Hampshire contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.

New Hampshire Military Markets and the Seacoast Loan Limit

New Hampshire has two 2026 limits. Rockingham and Strafford counties are $962,550. Every other county is $832,750, per the FHFA 2026 file. With full entitlement VA sets no cap. The limit matters when a VA loan is still open.

Pease Air National Guard Base (Rockingham County)

Pease sits on the old Pease Air Force Base land in Portsmouth and Newington. The Guard air refueling wing there draws full-time and traditional Guard members. Portsmouth, Newington, Greenland, Stratham and Dover are close. Rockingham County is $962,550. Seacoast prices are some of the highest in the state.

Portsmouth Naval Shipyard (Kittery, Maine)

The shipyard is in Kittery, Maine, not Portsmouth, even though the name says Portsmouth. Many sailors and shipyard civilians still live on the New Hampshire side. Portsmouth, Rye, Dover, Somersworth and Rochester are common. Dover, Somersworth and Rochester are in Strafford County, also $962,550.

Manchester and Nashua

Veterans working in southern New Hampshire buy in Manchester, Nashua, Bedford, Hudson and Merrimack. Hillsborough County is $832,750. Commutes run on I-93 and the Everett Turnpike. Many buyers compare towns on tax rate as much as price.

Concord and the Lakes Region

Retirees and remote workers look at Concord, Laconia and the lake towns. Merrimack and Belknap counties are $832,750. Rural lots with wells and septic are common here.

The county line matters on the seacoast. Portsmouth, Newington, Greenland, Rye and Stratham are in Rockingham. Dover, Somersworth, Rochester and Durham are in Strafford. Both are $962,550. Head west to Hillsborough or Merrimack and the line drops to $832,750. If you still have entitlement tied up, that can change your cash to close.

Seacoast rentals are in demand. That helps a sailor who may leave on orders and wants to keep the home.

Who Qualifies for a New Hampshire VA Loan

Where New Hampshire VA Buyers Lose Money

Property tax is the big line. With no wage tax, towns lean on property tax. Rates vary a lot from town to town. Two houses at the same price can carry very different payments. We price every town you are looking at before you write an offer.

Real estate transfer tax. New Hampshire charges $0.75 per $100 of price, and it is imposed on both the buyer and the seller, per the Department of Revenue Administration. On a $500,000 home that is $3,750 each. Plan for your half in cash to close, or ask for seller help within the VA concession rules.

Winter and heat. Heating oil, propane and wood are common. Heating cost is not in your ratio, but it is part of your real budget. VA residual income tables for the Northeast help account for that kind of cost.

Fast foreclosure. New Hampshire allows foreclosure by power of sale. For a residential mortgage, notice must go out at least 45 days before the sale, and the owner must go to superior court before the sale to stop it, per RSA 479:25. That is fast. It is why we size the payment to real residual income.

Condo fees. Seacoast and Manchester condos can carry high fees. VA must approve the project, and fees count in your ratio.

One more cost is the tax rate itself. Rates are set each fall after the town budget. Your first escrow may be based on the prior year, then adjust. We leave room for that.

New Hampshire Property Types That Need Extra Care

VA’s minimum property requirements ask for safe, sound, sanitary homes. New Hampshire’s climate and rural land make a few items common.

Wells and septic. Most homes outside the cities run on private wells and septic. Expect water testing. Build testing time into your contract.

Heat. The heating system must keep the home safe year-round. A wood stove as the only heat can raise questions. Old oil tanks and chimneys get noted.

Roofs and snow. Roofs must be sound. Sagging, leaks and ice dam damage show up on older capes and camps.

Seasonal camps. Lake camps built for summer may lack year-round heat or water. They may not meet VA standards as a primary home.

Manufactured homes. Common in rural towns. They must be on a permanent foundation and titled as real property. The VA appraisal will check.

Private roads. Many rural homes sit on private roads. VA wants all-weather access and a plan for upkeep.

Repairs in the contract. If the appraisal calls for repairs, the contract should say who fixes what and by when. The home must meet VA’s basic safety and condition rules before VA backs the loan. Repairs can be done before closing, or the lender may hold money aside so the work is done after closing.

Snow and mud season can delay inspections and repairs. Build extra days into a winter or spring closing.

Common New Hampshire VA Scenarios We Structure

Example: a veteran rated 100% P&T buys in a town that adopted a $5,000 disability credit. That is about $417 a month off the escrow. If the town kept the $700 standard, it is about $58 a month. We use the town’s real figure. The veteran also pays no funding fee, because VA exempts veterans receiving disability compensation.

Only if it works as a year-round primary home. It needs safe heat, water, and all-weather access to meet VA property rules. Many summer camps do not. We check the home before you spend money on an appraisal. Lake homes also need safe water and septic.

Does my New Hampshire veterans credit follow me if I move towns?

Not automatically. Your original application is permanent for that home, so you do not refile each year. When you move to a new residence, you file an amended application with the new town. The new town’s adopted credit amount then applies, and it can differ from your old town.
