What Ohio Veterans Should Know Before Using VA Entitlement
Ohio is a judicial foreclosure state. A lender has to take you to court and a judge orders the sale. There is no power-of-sale shortcut, and there is no redemption period once the court confirms the sale. The process is slower than in a trustee state, which is protection, and it is still a reason to size the payment around what your income actually carries.
The income picture in Ohio is genuinely good for veterans. The state does not tax military retirement pay at all, and Ohio municipalities cannot tax military pay or pension income either. That is two layers of tax that simply do not apply to you. Where Ohio gets expensive is property tax, and 2026 reappraisals in several large counties have pushed residential values up sharply.
What Is an Ohio VA Loan?
An Ohio VA loan is a mortgage guaranteed by the Department of Veterans Affairs and originated by a private lender. VA guarantees a portion of the loan instead of lending the money. That guarantee is why an Ohio buyer can take on a duplex with nothing down and no monthly mortgage insurance, at price points where conventional financing would still demand cash at closing.
Every VA lender works from the same handbook. What separates them is how many of their own rules they stack on top. Those extra rules are overlays. In a state where the purchase price is rarely the obstacle, an overlay is almost always what actually stands between an Ohio veteran and a closing.

No Income Test for Disabled Veterans
This is the part that matters and that most sites get wrong. The standard homestead exemption is income-limited. The enhanced disabled veteran version is not. Your income does not affect eligibility at all.
Who Qualifies
An honorably discharged veteran with a VA total disability rating, or a total disability rating for compensation based on individual unemployability for a service-connected disability. Ohio does not scale the benefit by rating percentage, so there is no partial exemption at 30 or 70 percent.
How It Actually Reduces Your Bill
Ohio taxes 35 percent of appraised value. The exemption reduces taxable value rather than cutting your tax dollars one for one, so the savings depend on your local millage. We compute it against your actual parcel instead of guessing.
Surviving Spouse Keeps It
A surviving spouse who occupied the home at the veteran’s death keeps the $58,000 enhanced exemption with no income test. Eligibility ends the year following remarriage. Ohio also extended it to spouses of veterans who died before the VA rating came through but who otherwise qualified.
There Is No Ohio KIA Surviving Spouse Exemption
Worth stating plainly because it gets misreported constantly. Ohio’s “killed in the line of duty” exemption category covers public service officers, meaning police, fire, and EMS. It does not cover service members. A bill to change that has been introduced but is not law.
File With the County Auditor by December 31
Not with VA and not with your lender. The county auditor administers it, and the filing deadline is the end of the tax year.
Military Retirement Pay Is Not Taxed
Ohio fully deducts military retirement pay from state income tax, and Ohio municipalities are barred from taxing military pay or pension income. For a retired veteran, both the state and the city lines go to zero.

It is not a small number

You can owe two cities at once
Ohio taxes where you work and where you live. If those are different municipalities you may owe both, with the residence city typically giving a partial credit for what you paid to the work city. Two lines, not one.
It comes off before residual income
VA measures what is left after taxes and every obligation. Municipal tax reduces take-home directly. A lender using a generic state-only assumption overstates your net and can approve you into a payment you cannot carry.
Military pay and pensions are exempt
Ohio law bars municipalities from taxing military pay or pension income. For a retired veteran or an active duty member, the municipal line is zero. That is a real advantage over a civilian buyer on the same gross income, and it should show up in your approval.

A one-time credit is coming for homestead recipients
Ohio has appropriated funds for a one-time property tax credit to homestead exemption recipients, expected to land on tax year 2026 bills in early 2027. Disabled veterans receiving the enhanced exemption are in that group. It is one-time, so do not build it into a permanent budget.

Exempt Entirely
Veterans receiving VA disability compensation at any rating, veterans entitled to compensation who take retirement pay instead, surviving spouses receiving DIC, and Purple Heart recipients on active duty. It shows on your COE and we verify before you pay anything.
If your disability rating was granted after you closed a prior VA loan and you already paid a funding fee, you may be owed a refund. We check for it as a matter of course. Most lenders never look.
Seller Concessions: The 4% Rule Almost Everyone Gets Wrong
This is the most misunderstood rule in VA lending. Most buyers, and plenty of agents and loan officers, think the seller is capped at 4 percent. That is wrong.
The 4 percent is not the seller’s limit. It is the limit on one specific bucket. The other bucket has no VA cap at all.
Bucket 1: Your Closing Costs, No VA Cap
The seller can pay all of your normal allowable closing costs. Origination, appraisal, title, recording, credit report, prepaid taxes and insurance at customary levels. No VA percentage ceiling. Market-rate discount points for a permanent rate buydown also sit here, uncapped.
Bucket 2: Concessions, Capped at 4%
Anything of value beyond normal closing costs is a concession, capped at 4 percent of the VA reasonable value. It stacks on top of Bucket 1 rather than replacing it.
Paying Off Your Debt
The seller can retire your credit cards, collections, or an auto loan as a concession. Dropping a high monthly payment lowers your debt-to-income ratio and can turn a denial into an approval on the same contract at the same price.
Paying Your Lease Break So You Can Buy Now
An early lease termination penalty on a rental or on-post housing is an allowable concession. It is how a family stops paying rent and closes this month instead of waiting for a lease to run out. We have structured this many times.
Prepaying Your Mortgage Payments
A seller can prepay mortgage payments on your behalf as a concession. When a seller would rather not cut the price, this is often an easier yes, and it does more for your file.
The Funding Fee and a 2-1 Buydown
Both count toward the 4 percent and both are commonly seller-funded. A concession package is often easier to win than a price cut, and it does more for your approval than the price cut would.

The 2026 baseline runs to $1,066,250 for two units, $1,288,800 for three, and $1,601,750 for four. In Ohio those numbers are far above what a fourplex costs, which is exactly why the owner-occupied multi-unit play works so well here.

Youngstown, Springfield, and Mansfield

How an Ohio VA Loan Works
1. Pull your Certificate of Eligibility
Electronic, usually seconds. If yours needs manual review because of a discharge upgrade, a Guard or Reserve record, or a prior VA loan never restored, we file the paperwork and follow it.
2. Calculate entitlement, not a loan limit
Full entitlement means no VA cap. If you have a VA loan open elsewhere, we compute remaining entitlement against the $832,750 baseline and give you the exact zero-down ceiling.
3. Build income the Ohio way
State tax on military retirement is zero. Municipal tax on military pay and pension is zero. Municipal tax on civilian earnings is not, and it may apply twice. Getting all of that right is what makes the residual number real.
4. Price the actual parcel
County auditor data for the specific property, the enhanced homestead exemption if you qualify, and a flag if the county is mid-reappraisal.

Municipal tax broke the first lender’s math
The prior preapproval ignored a two-city municipal tax situation and the residual came up short at underwriting. Run correctly, with the military pension exempt at the city level, the file cleared without any other change.
Fourplex, zero down, rental income counted
Owner occupied one unit. The other lender would not count the rental income. VA allows it, and at Ohio prices the entire building sat far below the multi-unit loan limit.
Chapter 13 still in repayment
