Wisconsin VA Loans: The Short Answer
Yes. Wisconsin veterans, active-duty members, and eligible Guard and Reserve members can buy with $0 down and no monthly mortgage insurance. VA sets no minimum credit score, and with full entitlement there is no VA loan limit. We lend to VA’s rules without adding our own score floor.
As of Q3 2026 (September 2026): Entitlement is how much VA will back on your loan. Wisconsin buyers with full entitlement have no VA loan limit. With partial entitlement, the county loan limit is used. The 2026 county loan limit (the conforming limit) is $832,750 in every Wisconsin county (VA.gov loan limits; FHFA 2026 limits). VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. VA also has a guide for the money left over each month after your bills (VA calls this residual income). For a Midwest-region family of four on loans of $80,000 or more, the guide is $1,003 a month. It is 5% lower for active duty and military retirees. The guide is not an automatic yes or no (VA Pamphlet 26-7, Ch. 4). The funding fee is a one-time fee paid to VA. It runs 2.15% on first use with under 5% down and 3.3% on later use. Veterans receiving disability compensation pay none (VA.gov funding fee table, effective April 7, 2023).
What Is a Wisconsin VA Loan?
A Wisconsin VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Wisconsin are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.
Wisconsin VA Loan Rules and Veteran Tax Benefits
Here is where most explanations go wrong. They say Wisconsin exempts disabled veterans from property tax. It does not. Your tax bill still arrives in full. Wisconsin pays you back through your state income tax return. The program is the Veterans and Surviving Spouses Property Tax Credit.
Per Wisconsin Statutes section 71.07(6e), an eligible veteran must:

The Department of Revenue adds two details. The credit covers the home and up to one acre of land around it. And there is no dollar cap on the credit. If the credit is more than the income tax you owe, the rest can be refunded. An unremarried surviving spouse can also claim it in some cases, such as when the veteran had a 100% rating or the spouse receives Dependency and Indemnity Compensation.
How to claim. You claim it on your Wisconsin income tax return. The Wisconsin Department of Veterans Affairs verifies eligibility. You do not file with the county assessor for this one.
The honorable-conditions rule is a state rule. Wisconsin’s credit asks for service under honorable conditions. That test decides the tax credit only. VA home loan eligibility needs service other than dishonorable and a Certificate of Eligibility. You can qualify for the loan and not the credit. Our VA loans FAQ covers the COE.
What it does to your approval. This is the part other states do not share. Because the credit comes through your income tax return, your escrow account still collects the full property tax. So we qualify you on the full tax line, not a reduced one. The credit then shows up as a refund each spring. That money is yours to use, but it does not shrink the payment we underwrite. Wisconsin also exempts U.S. military retirement pay from state income tax, per the Department of Revenue, which helps take-home pay and residual income.
Why Wisconsin VA Files Land Here
A Wisconsin VA file usually comes to us after a no somewhere else. Most of the time the no came from a lender rule, not VA. We underwrite to VA Pamphlet 26-7 and 38 CFR only, and we manually underwrite files the software will not approve.

Seller Concessions: The 4% Rule Most People Get Wrong
VA separates two buckets. The seller can pay your normal closing costs with no cap. Separately, the seller can give concessions up to 4% of the reasonable value, and those concessions can pay off your debts, prepay taxes and insurance, or cover the funding fee (VA Pamphlet 26-7, Ch. 8).
On a Wisconsin contract, that difference matters. Paying off a car note at closing can lower your debt-to-income ratio and raise your residual income at the same time. The full 4% breakdown.
Wisconsin Military Markets: Fort McCoy, Volk Field, Milwaukee, and Madison
Fort McCoy: Sparta and Tomah
Fort McCoy sits in Monroe County between Sparta and Tomah, per the installation site. It is a training and mobilization post, so the permanent workforce is mostly civilians, Guard, and Reserve staff, with large groups of troops rotating through. Buyers look in Sparta, Tomah, and Cashton. La Crosse is about 35 miles west and offers a bigger market. Tomah also has a VA medical center, which draws rated veterans.
Volk Field and Juneau County
Volk Field is the Air National Guard’s combat readiness training center at Camp Douglas. Full-time staff buy in Mauston, New Lisbon, and Tomah. Homes here are often older and priced low. Wells and septic are common. The Wisconsin Dells area is a short drive south, with newer homes and more short-term rentals. Remember that a VA loan is for your own home, not a vacation rental.
Milwaukee and the 128th Air Refueling Wing
The 128th Air Refueling Wing flies out of the Milwaukee airport. Members buy in Oak Creek, Cudahy, South Milwaukee, and Franklin. Milwaukee has the most duplexes in the state. VA lets you buy a 2 to 4 unit home if you live in one unit, and rent from the other unit can help you qualify when it is documented.
Madison and Truax Field
The 115th Fighter Wing is at Truax Field in Madison. Dane County prices run higher than the rest of the state. Sun Prairie, DeForest, and Cottage Grove are common picks. Many Madison buyers compete with cash and conventional offers. A clean VA offer with a strong pre-approval and a realistic appraisal plan helps you win without waiving protections.

Where Wisconsin VA Buyers Lose Money
Escrow shock on a purchase. Many buyers expect the veteran credit to cut the monthly payment. It will not. Your lender collects the full property tax in escrow. Plan to get the credit back as a refund. We show you both numbers: the monthly payment and the yearly refund you can expect. Also note the credit is based on taxes paid, so a new buyer may wait for the first full tax year to see it.
Transfer fee. Wisconsin charges a real estate transfer fee of $0.30 per $100 of value, per the Department of Revenue. On a $350,000 home, that is $1,050. The contract decides who pays it. Ask about VA seller concessions if your cash is tight.
Marital property. Wisconsin is a marital property state under chapter 766, per DOR Publication 113. If one spouse will not be on the loan, tell us early. Title and signing rules can change the closing.
Judicial foreclosure. Wisconsin foreclosures go through circuit court. For a one to four family owner-occupied home with a mortgage signed on or after April 27, 2016, the sale generally cannot happen until 6 months after judgment, per chapter 846. That window is 3 months when the lender waives a deficiency on property of 20 acres or less.
Lake homes and flood maps. Homes on rivers and lakes may sit in FEMA flood zones. Flood insurance then goes into escrow. Check the map before you write an offer. Along Lake Michigan and on the Mississippi, the premium can be large enough to change your approval.
Older Homes, Duplexes, and VA Property Rules in Wisconsin
Wisconsin has a lot of older housing, from Milwaukee bungalows to farmhouses near Fort McCoy. VA’s basic rules for the home aim for a home that is safe, sound, and sanitary. On homes built before 1978, peeling paint gets called out. Winter puts the focus on heat and roofs. VA’s heat rule is short. The heat must be built into the home and keep the rooms with water pipes at 50 degrees or warmer.
Rural homes often have a well and a private septic system. VA needs safe water and a system that meets local rules. Some Wisconsin counties inspect septic systems at sale. Order the water test early. Many private wells in farm country need testing for bacteria and nitrates, and a failed test means a treatment system before closing.
Acreage near Sparta and Tomah is common. VA has no acre limit, and the home must be your main home. A farm home you live in can get a VA loan. The loan pays only for the home’s value as a place to live, not the farm value of extra land, farm buildings, gear, or animals.
Duplexes in Milwaukee and Madison work well with VA if you live in one unit. The appraiser also looks at the rental unit. Condos must be in a VA-approved project. Common Wisconsin VA Scenarios We Structure
100% rated veteran buying in Tomah
Example: A veteran with a 100% rating buys a $260,000 home. His first-year tax bill is set by the town. We qualify him on the full tax in escrow. Each spring, he claims the credit on his Wisconsin return and gets the property tax back. VA also waives the funding fee for veterans receiving compensation for a service-connected disability.
Guard member at Volk Field with drill and civilian pay
Example: A Guard airman works a civilian job and drills at Volk Field. We count both incomes with pay stubs and his Leave and Earnings Statement. His score is low from an old car repossession. VA has no minimum score and we add none. We look at the story and use manual underwriting when needed.
Milwaukee duplex for a first-time buyer
Example: A veteran buys a duplex in Bay View with $0 down and moves into the lower unit. The upper unit rents. We count documented rent under VA rules and run residual income against the Midwest table, using family size and the whole property’s costs. The unit must meet VA property standards too, including heat and safe exits.
Second VA loan with entitlement still in use
Example: A veteran kept a Minnesota rental with a $150,000 VA loan. Entitlement in use: 25% x $150,000 = $37,500. Wisconsin’s 2026 limit is $832,750, so 25% of that is $208,187.50. Remaining: $170,687.50. That supports a $0 down loan up to $682,750 in Madison. On a $720,000 home, the down payment is 25% x $37,250 = $9,312.50.

Can I refinance a VA loan later?
