Hawaii VA Loans: The Short Answer

A Hawaii VA loan is a VA-guaranteed mortgage with no down payment on full entitlement, no monthly mortgage insurance, and no VA minimum credit score. The files that get stuck are usually stuck on lender rules, not VA rules. We underwrite to VA’s rules.

As of Q3 2026 (September 2026): Entitlement is how much VA will back on your loan. Hawaii buyers with full entitlement have no VA loan limit. With partial entitlement, the county loan limit is used. The 2026 county loan limit (the conforming limit) is $1,249,125 in Hawaii, Honolulu, and Kauai counties and $1,299,500 in Maui and Kalawao counties (VA.gov loan limits; FHFA 2026 limits). VA sets no minimum credit score (VA Pamphlet 26-7, Ch. 4). VA uses 41% as a check point, not a limit, for how much of your income goes to debt payments. VA also has a guide for the money left over each month after your bills (VA calls this residual income). For a West-region family of four on loans of $80,000 or more, the guide is $1,117 a month. It is 5% lower for active duty and military retirees. The guide is not an automatic yes or no (VA Pamphlet 26-7, Ch. 4). The funding fee is a one-time fee paid to VA. It runs 2.15% on first use with under 5% down and 3.3% on later use. Veterans receiving disability compensation pay none (VA.gov funding fee table, effective April 7, 2023).

What Is a Hawaii VA Loan?

A Hawaii VA loan is a mortgage guaranteed by the U.S. Department of Veterans Affairs and made by a private lender. Because VA guarantees part of the loan, the lender can approve it with no down payment on full entitlement and no monthly mortgage insurance. It is the same federal program in every state. What changes in Hawaii are the state’s tax rules, its insurance market, its county loan limits, and how closings work here, which is what the rest of this page covers.

Hawaii VA Loan Rules and Veteran Tax Benefits

In Hawaii, each county sets and collects its own property tax. So the disabled veteran benefit depends on the island. Here is where most explanations go wrong. They describe one statewide program. There is not one. You apply to the county where the home sits.

On Oahu, the City and County of Honolulu totally disabled veteran exemption takes almost the whole tax bill off the home:

What you file. The claim needs a physician’s certificate of disability on the county’s form. Online filing is available. The county also has a regular home exemption. Its site says a $140,000 home exemption ($180,000 at 65 and older) takes effect July 1, 2027, with applications due September 30, 2026. See the Real Property Assessment Division.

The home. The exemption applies to your home. A rental or second home on Oahu does not qualify. If PCS orders move you off island and you rent the home out, tell the county, because the exemption is tied to your home.

Maui, Kauai, and the Big Island. Each county runs its own disabled veteran exemption and forms. Ask that county’s real property office before you close.

The service rule is a county rule. Honolulu asks that the disability come from active-duty injuries. That is a local rule for the tax benefit only. VA home loan eligibility requires service under conditions other than dishonorable and a Certificate of Eligibility. See our VA loans FAQ.

What it does to your approval. If your tax drops to the minimum, the tax line in your escrow nearly disappears. That gives you more room in your debt-to-income ratio and your residual income. On a high Hawaii price, that room can be the difference.

Why Hawaii VA Files Land Here

A Hawaii VA file usually comes to us after a no somewhere else. Most of the time the no came from a lender rule, not VA. We underwrite to VA Pamphlet 26-7 and 38 CFR only, and we manually underwrite files the software will not approve.

The wait before you can refinance is a VA rule too. It covers a VA IRRRL (a refinance to a lower rate) and a VA cash-out that pays off a VA loan. VA loans are also sold into bonds backed by Ginnie Mae. For loans in those bonds, Ginnie Mae adds its own wait (Ginnie Mae MBS Guide, Ch. 24). Hawaii VA Funding Fee and Closing Costs

The funding fee is VA’s one-time charge on the loan. It can be added to the loan. Hawaii buyers who get VA disability pay do not pay it. If your disability claim is still open when you close, you pay the fee. If VA later grants disability pay that starts before your closing date, you can ask VA for a refund. On active duty with a claim before discharge? If VA has not rated it before you close, there is no refund.

How Hawaii Sellers Can Pay Your Costs

Buying Near Hawaii Bases: Pearl Harbor-Hickam, Schofield, and Kaneohe Bay

Joint Base Pearl Harbor-Hickam

JBPHH sits between the airport and Aiea. Buyers look in Ewa Beach, Kapolei, Aiea, Pearl City, and Waipahu. The H-1 commute into Pearl Harbor and Hickam backs up every morning. Townhomes and condos are a big share of what is for sale on the Ewa Plain, so VA condo approval matters. Kapolei and Ewa Beach have newer subdivisions, many with HOAs and some with builder incentives. Aiea and Pearl City have older homes on hillsides, closer to the gates.

Schofield Barracks and Wheeler

Schofield sits in central Oahu at Wahiawa, next to Wheeler Army Airfield. Soldiers buy in Mililani, Wahiawa, and Waipio. Mililani has many planned communities with HOAs, which means dues in your payment. Central Oahu is cooler and wetter than the Ewa side. The H-2 runs straight to the base, so the commute is shorter than the drive to Pearl Harbor.

Marine Corps Base Hawaii, Kaneohe Bay

MCB Hawaii is on the Mokapu Peninsula on the windward side. Marines and sailors buy in Kailua and Kaneohe. Prices run high, and older single-family homes are common. Some windward homes sit on leased land, so check the tenure. The H-3 connects Kaneohe to Pearl Harbor and Honolulu through the Koolau Range, which helps dual-military families.

Neighbor islands

Pacific Missile Range Facility at Barking Sands is on the west side of Kauai. Veterans also buy on Maui and around Hilo and Kona on the Big Island. Neighbor island markets are smaller, so there are fewer comparable sales. That can make appraisals harder when a home is unusual.

What Can Cost a Hawaii VA Buyer Money

Leasehold terms. On a leasehold home, you own the building and lease the land. Lease rent can rise at set dates, and the lease has an end date. As the end date gets closer, the value can drop. Ask for the lease, the rent schedule, and any renegotiation dates before you write an offer.

Condo fees and special assessments. Many Oahu condos carry high monthly fees that cover insurance, water, and elevators. Those fees count in your debt-to-income ratio. Older high-rises may face big repair bills. Read the reserve study and the minutes.

Hurricane and flood insurance. Hawaii faces hurricanes and coastal flooding. Many coastal homes sit in FEMA flood zones, which means required flood insurance. Get quotes during your due diligence, not after the appraisal. Hurricane coverage is often a separate policy, and both premiums go into your escrow.

Lava zones on the Big Island. Neighbor island markets are smaller, so there are fewer recent sales of similar homes. That can make appraisals harder when a home is unusual. The Big Island is split into lava flow hazard zones. Homes in lava zones 1 and 2 are not eligible for a VA appraisal, so they cannot be bought with a VA loan. Getting insurance does not change this. In other lava zones, the appraiser notes the zone and how it affects the home’s value. Homes in higher-risk zones can also be hard to insure, and no insurance means no loan closing. Check the zone and get a quote first.

Tax bills change by county and use. Each county sets its own rates and classes. The seller’s tax bill may reflect exemptions you will not have, or miss the ones you will. We look at the current bill and your exemption status before we set your payment.

Seller credits in a hot market. Closing costs in Hawaii add up. VA caps certain seller concessions at 4%, but normal closing costs are outside that cap.

Leasehold, Condos, and Island Homes on a VA Loan

Leasehold land. VA allows leasehold estates. Under 38 CFR 36.4354, the lease must run, or be renewable at your option, for at least 14 years past the loan’s maturity. On a 30-year loan, that means at least 44 years left on the lease at closing. The lease also must be assignable or transferable, unless VA finds a limit is customary in the area and does not hurt the veteran. Many older Oahu leases are too short for a 30-year loan. Check the remaining term first. The listing should say fee simple or leasehold. If it does not, ask.

Condos. The project must be VA approved. Many Honolulu buildings are, and some are not. We check the list before you write an offer.

Single-wall and older homes. Older plantation-style homes can have termite damage, and some use single-wall construction. The appraiser applies the VA minimum property requirements, so termite inspections and repairs are common. Wood rot near the ground shows up often in wet valleys.

Catchment water and cesspools. Some rural Big Island and Maui homes use rainwater catchment or a cesspool. The appraiser must find the water and waste systems safe. Plan time for testing. If the value comes up short, read our VA appraisal guide.

Example: a retired Marine rated totally disabled from an active-duty injury buys near Kaneohe Bay. He is exempt from the VA funding fee because he receives disability compensation. He files Form E-8-10.5 with Honolulu. Once approved, his tax falls to the minimum. We show him the payment with and without the exemption. We qualify him on the tax we can document, then his escrow drops once the county applies it.

Example: a veteran finds a low-priced leasehold unit. The lease ends in 35 years. A 30-year loan needs 44 years left, so a 30-year VA loan will not work on that unit. We look at a fee simple unit instead, or check whether the lease can be extended in writing before closing.

Example: a young sergeant has a short credit file. VA has no minimum score. So we use rent history, and a person reviews the file by hand when needed. On a hand-reviewed file, you show 2 years of rent payments. A steady record of on-time rent often carries the file.

Yes, if the condo project is VA approved. Many Ewa and Honolulu projects are. HOA fees count in your debt-to-income ratio, and high fees can lower your buying power more than the price. Check the project status and the budget before you write an offer.

Can I get a VA loan in a lava zone on the Big Island?

It depends on the zone. Homes in lava zones 1 and 2 are not eligible for a VA appraisal, so they cannot be bought with a VA loan. Getting insurance does not change this. In other lava zones, the appraiser notes the zone and how it affects the home’s value, and must support the value. The home must also be insurable, and homes in higher-risk zones can be hard to insure. Check the zone and get an insurance quote before you make an offer.

Can I get a VA loan in Hawaii with a low credit score?

Yes, in many cases. VA has no minimum credit score, and we do not add one. We look at your recent payment history, how much of your income goes to debt payments, and the money left over each month after your bills. If the computer review rates your file Refer, a person reviews it by hand, and we can approve it when the numbers support it.

How do I get a Certificate of Eligibility in Hawaii?

Do VA loans have mortgage insurance?

Yes. The benefit is reusable. If your first VA loan is paid off and the home sold, you can ask the VA to restore your benefit. If you keep the first home, the benefit you have left may still buy another home you will live in, measured against the county limit. A VA loan cannot buy a vacation home.

How long does a VA loan take to close?

A prepared VA purchase fits a normal contract window. The appraisal is ordered through VA’s system, and a complete file at the start is what keeps the timeline on track.

Can a spouse satisfy VA occupancy while I am deployed?

Yes. A spouse can meet the occupancy requirement when the service member is deployed or on orders. VA expects occupancy within a reasonable time, usually 60 days.
